Objectives

The primary objective is to secure a reliable supplier for the once-off provision of sanitary maternity pads to Greytown Hospital, ensuring consistent product quality, timely delivery, and strict adherence to provincial health department procurement standards.

Scope

The contract covers the supply and delivery of 2,290 packets of maternity pads, divided into two categories: 1,890 packets of self-adhesive extra-large pads without loops, and 400 packets of autoclavable pads with loops. Each packet contains 12 units, packaged at 36 packets per bale. Delivery must be made directly to the hospital’s Supply Chain Management depot. The agreement is once-off, with quoted prices remaining valid for 90 days.

Technical Requirements

• Products must be new, unused, and possess a minimum shelf life of six months from the date of delivery.
• Pads must conform to specified dimensions, materials, and packaging standards as outlined in the specification annexure.
• All goods must be securely packed to prevent damage or deterioration during transit and storage.
• Bidders must formally confirm compliance with the specification annexure; failure to indicate compliance results in immediate disqualification.
• Pricing must be firm, inclusive of VAT (if applicable), and fully cover all delivery costs to the designated site.
• A sample submission stage follows initial evaluation. The top three scoring bidders will be requested to provide physical samples for testing and verification. All testing costs are borne by the bidder.

Suppliers are expected to demonstrate standard commercial capabilities, including inventory management, logistics coordination, regulatory compliance documentation, and familiarity with public sector procurement regulations.

• Autoclavable: Refers to medical-grade pads engineered to endure high-pressure steam sterilization processes commonly used in clinical environments.
• Central Suppliers Database (CSD): A mandatory national registration system for all entities bidding with South African government departments. Verification must be successful prior to award.
• Preference Point System (80/20): Evaluation allocates 80 points to price competitiveness and 20 points to socio-economic goals, specifically promoting South African-owned enterprises. Proof of ownership via CIPC documentation is required to claim these points.
• Standard Bid Documents (SBDs): Mandatory forms including SBD 4 (Disclosure of Interest) and SBD 6.1 (Preference Points Claim) must be fully completed and submitted alongside the quotation.
• Sample Protocol: Only bidders ranking highest after initial scoring are invited to submit samples. Failure to provide compliant samples may result in disqualification or a fresh tender process.
