Objectives

The primary objective is to procure and deliver functional water dispensers to Harry Gwala Regional Hospital to ensure reliable access to both cool and warm drinking water for patients and staff, thereby improving daily convenience and reducing extended break times.

Scope

The tender covers the once-off supply and delivery of twenty-four (24) floor-standing water dispensers to the specified hospital facility. The scope encompasses all associated costs, including transportation, handling, and delivery to the designated site. The contract validity period is ninety (90) days, and successful bidders must adhere to standard public sector general and special conditions of contract, including warranty provisions and compliance with preferential procurement regulations.

Technical Requirements

• Floor-standing design accommodating an 18.9-litre plastic water bottle that slides into a top-mounted cabinet.
• Capable of dispensing both hot and cold water via user-friendly taps.
• Electrical specification: 220 volts, 50Hz, fitted with a South African National Standards (SANS) approved mains plug.
• Units must be brand new, unused, and represent the most recent models available.
• Products must have a remaining shelf life of at least six months upon delivery.
• Warranty coverage of twelve months post-delivery or eighteen months from shipment, whichever occurs first.
• Bidders must formally confirm compliance with all listed specifications and may be required to submit physical samples for quality verification if ranked among the highest-scoring offers.
• All pricing must be firm, inclusive of VAT (if applicable), and fully cover delivery costs.

Skills Requirements

This procurement involves the supply of standard commercial goods rather than specialized services or complex installations. Consequently, no specific technical certifications or specialized trade skills are mandated. Bidders are expected to demonstrate standard commercial and logistical capabilities, including valid Central Supplier Database (CSD) registration, SARS tax compliance, financial stability to fulfill the order, and proven experience in delivering similar equipment within the stipulated timeframe.

Explanation of Unusual or Complicated Terms

• 80/20 Preference Point System: Evaluation allocates 80 points for price competitiveness and 20 points for socio-economic goals. Full points are awarded exclusively to companies at least 51% owned by Black persons with disabilities.
• Sample Submission Requirement: Top-ranked bidders may be formally requested to provide physical units for independent quality verification before the final contract award.
• Delay Penalties & Restriction Clauses: Contracts include automatic financial penalties calculated at the prevailing prime interest rate for late deliveries. Additionally, suppliers found guilty of fraudulent or corrupt practices may face a restriction penalty prohibiting them from conducting business with the public sector for up to ten years.
