Key Contractual and Evaluation Terms

80/20 Preference Point System: Evaluation allocates 80 points to price competitiveness and 20 points to specific socio-economic goals. Full preference points are awarded exclusively to South African-owned enterprises to promote local economic participation.

Cover-Quoting Prohibition: Submitting multiple quotations through affiliated or related companies for the same line item is classified as fraudulent cover-quoting and results in immediate disqualification.

SBD Documentation: Standard Bid Document forms govern bidder disclosures, conflict-of-interest declarations, and preference claims. Incomplete or improperly completed forms render a quotation non-responsive.

CSD Verification: Mandatory registration on the Central Suppliers Database is required for tax compliance validation. Failure to verify status or provide a valid SARS PIN disqualifies the bid.
