Objectives

The primary objective is to procure and supply high-quality, sterile medical syringes to support clinical and diagnostic operations at the designated community health centre. The procurement aims to ensure reliable access to essential medical equipment while complying with public sector supply chain management regulations, quality standards, and preferential procurement policies.

Scope

This is a once-off supply contract for 250 boxes of sterile 5ml syringes, with each box containing 100 units. The supplier is responsible for sourcing, packaging, transporting, and delivering the goods to the specified facility within the timeframe stipulated by the purchaser. All delivery-related costs must be included in the quoted price. Products must be delivered in good condition and remain valid for a minimum of six months upon receipt. The contract does not include installation, training, or ongoing maintenance services.

Technical Requirements

• Volume & Design: 5 ml capacity, three-part construction, concentric geometric alignment, and luer slip nozzle/tip.
• Safety & Composition: Latex-free, DEHP-free, non-toxic, and non-pyrogenic materials.
• Usage & Sterility: Single-use sterile hypodermic syringes intended for measuring and delivering liquid volumes.
• Quality Standards: Must comply with SABS/SANS approved specifications.
• Condition: New, unused, and unexpired. Second-hand or expired products will be rejected.
• Compliance Documentation: Mandatory submission of a valid SAHPRA licence authorising the manufacture, wholesale, or distribution of medical devices, plus proof of Central Supplier Database (CSD) registration and tax clearance.

Skills Requirements

As this is a straightforward supply-of-goods tender, no specialised professional or clinical skills are required. Suppliers must demonstrate operational capacity to manage inventory, ensure regulatory compliance, and execute timely logistics. Administrative competence is necessary to complete all returnable documents accurately, including BBBEE status verification, preference point claims, and specification compliance declarations.

Unusual or Complicated Terms & Conditions

• SAHPRA Licensing Requirement: Bidders must hold a current licence from the South African Health Products Regulatory Authority to legally handle medical devices. This ensures that all supplied goods meet national safety and regulatory standards before reaching end-users.
• 80/20 Preferential Procurement System: Evaluation allocates 80 points for price and 20 points for specific social goals. Full preference points are awarded to enterprises at least 51% owned by Black women. Claiming these points requires verified ownership documentation submitted via the official preference claim form.
• Penalty & Termination Clauses: Late delivery incurs financial penalties calculated at the current prime interest rate per day of delay. The purchaser may terminate the contract for default, restrict the supplier from future public sector contracts for up to ten years, or procure substitute goods at the supplier's expense.
• Four-Stage Evaluation Process: Quotations undergo strict sequential screening: (1) administrative compliance, (2) delivery capacity, (3) specification adherence, and (4) price and preference scoring. Failure at any stage results in immediate disqualification without progression to subsequent evaluations.
