Objectives

The primary objective is to procure high-quality, non-sterile nitrile exam gloves for daily clinical use in the theatre department at Greys Hospital. The procurement seeks to secure a reliable supply of personal protective equipment that meets stringent medical standards while complying with national preferential procurement legislation aimed at economic transformation.

Scope

The tender covers a single, one-time supply of elbow-length purple nitrile exam gloves in two specified sizes. The requirement includes 16 boxes of Large gloves and 16 boxes of Extra-Large gloves, equating to 800 units per size, with each box containing 50 units. Goods must be delivered directly to the designated hospital facility. The agreement is structured as an once-off contract with a quotation validity period of 90 days. Successful suppliers will be evaluated across four stages: administrative compliance, specification adherence, sample verification, and price/preference scoring.

• Condition: New, unused, and valid for a minimum of six months upon delivery
• Regulatory Compliance: Must hold a valid licence issued by the South African Health Products Regulatory Authority (SAHPRA) authorising the manufacture, import, export, or wholesale distribution of medical devices
• Sample Submission: Physical samples must accompany the quotation for initial evaluation

Skills Requirements

No specialised technical or engineering skills are mandated. However, bidders must demonstrate the following operational and administrative competencies:

• Proven logistical capacity to source, store, and deliver medical consumables within strict deadlines
• Financial and tax compliance, verified through the Central Suppliers Database (CSD) and SARS records
• Ability to compile and submit mandatory returnable documents, including BBBEE status verification certificates or sworn affidavits
• Familiarity with public sector supply chain management protocols, including adherence to general and special conditions of contract

• SAHPRA Licence: A mandatory regulatory permit ensuring that only authorised entities handle medical devices, guaranteeing product safety, traceability, and compliance with national health standards.
• 80/20 Preference Point System: A procurement evaluation model where 80 points are allocated based on price competitiveness and 20 points are awarded for specific transformation goals, specifically granting full points to companies that are at least 51% owned by Black people.
• Once-Off Contract: Indicates a single delivery cycle rather than a framework or recurring supply agreement, simplifying performance monitoring but requiring immediate and complete fulfilment.
• Performance Security & Prime Interest Rate Penalty: Upon award, the successful bidder may be required to provide a financial guarantee (e.g., bank guarantee). Failure to deliver on time incurs daily financial penalties calculated using the current prime interest rate until actual delivery is completed, after which the purchaser may substitute the goods or terminate the contract.
