Objectives

The primary objective is to procure compliant medical supplies for personal protective equipment (PPE) and wound care at East Boom Community Health Centre. The procurement seeks to secure reliable, cost-effective goods while complying with national preferential procurement legislation that promotes economic transformation and fair market competition.

Scope

This is a once-off supply contract for two categories of medical goods:

• Disposable Surgical Face Masks: 300 boxes (50 units per box).
• Steri-Strip Adhesive Skin Closures: 50 boxes (150 strips per box).

All items must be delivered directly to the designated health centre. The quotation validity period is 90 days, and successful bidders will be responsible for fulfilling the full quantities within an agreed delivery timeframe upon contract award.

Technical Requirements

Bidders must supply products that strictly meet the following specifications:

• Face Masks: Must be disposable, 3-ply with earloops, classified as Type 11 masks, hypoallergenic, and feature a non-woven outer layer. They must provide medical-grade protection exceeding 98% filtration efficiency. Packaging must clearly display manufacturing and expiry dates. A valid SABS approval certificate is mandatory.
• Steri-Strips: Must be reinforced adhesive skin closures measuring 6mm x 75mm. Each box contains 50 packets of 3 strips. Products should offer simple, non-invasive application, comfort, and reduced skin irritation risk.
• General Compliance: All goods must be new, unused, and possess a minimum shelf life of six months upon delivery. Pricing must be firm and all-inclusive of delivery costs. Bidders must submit fully completed official quotation forms, maintain active Central Supplier Database (CSD) registration, and provide valid tax clearance documentation. Late submissions, expired products, or second-hand goods will be rejected.

Skills Requirements

The tender does not mandate specialized technical skills or dedicated personnel. Suppliers must, however, demonstrate operational capability to source certified medical-grade products, manage timely logistics to the specified facility, and navigate public sector procurement compliance. Essential competencies include accurate completion of mandatory returnable documents, provision of quality assurance certificates, adherence to contractual delivery schedules, and understanding of preferential procurement scoring mechanisms.

Notable Terms and Conditions

• 80/20 Preference Point System: Evaluation allocates 80 points for price competitiveness and 20 points for specific socio-economic goals. Full points are awarded to enterprises at least 51% owned by Black people, supported by a BBBEE certificate or sworn affidavit.
• SABS Certification Requirement: Bidders must attach a South African Bureau of Standards approval certificate to prove product compliance with national safety and quality benchmarks.
• Cover-Quoting Prohibition: Submitting multiple quotes through related or affiliated entities to manipulate pricing or win contracts is strictly prohibited and grounds for immediate disqualification.
• Three-Stage Evaluation: Quotations undergo mandatory administrative compliance, specification verification, and price/preference scoring. Failure at any stage results in immediate rejection without further consideration.
