The primary objective is to conduct a rapid, evidence-based assessment to determine whether red iron ore dust materially constrains the economic, investment, operational, and strategic potential of Freeport Saldanha and the Port of Saldanha. The study aims to identify practical mitigation options that could unlock higher-value industrial activities while preserving the port’s core iron ore export function. It will establish a credible evidence base to facilitate structured engagement with Transnet entities, licensing authorities, municipalities, investors, and other stakeholders, ultimately informing decisions on immediate actions, medium-term interventions, and potential follow-up phases.
The assignment covers an eight-week first-phase rapid assessment divided into two integrated workstreams. In-scope activities include:
Explicitly out of scope are full container terminal feasibility studies, detailed environmental impact assessments, comprehensive engineering designs, formal regulatory challenges, and standalone manganese health assessments. Deliverables are structured around three milestones: an inception package, a draft baseline and analytical report, and a final validated report with a five-page executive summary and close-out presentation.
Bidders must employ an evidence-driven methodology that clearly distinguishes verified data from stakeholder perceptions, maintaining a formal data gap register. The assessment must benchmark findings against the National Dust Control Regulations, applicable atmospheric emission licences, and sector-specific contamination thresholds. Primary dust monitoring is not required; the study must rely on existing monitoring reports, operational records, and targeted stakeholder interviews. All work must comply with occupational health, safety, and security protocols, and strictly adhere to the Protection of Personal Information Act (POPIA) regarding interviewee data. Proprietary product promotion and preferential access to technology providers are prohibited. The proposed methodology may deviate from the indicative framework provided it fully addresses all specified key questions and deliverable components. Final outputs must include editable Microsoft Excel files for scoring matrices and cost estimates.
Service providers must demonstrate proven experience in port, logistics, or Special Economic Zone (SEZ) environments, with strong preference given to those familiar with bulk mineral handling, particularly iron ore export terminals. A verifiable track record over the past five years with client references is mandatory. The proposed team must comprise a lead for the economic and strategic workstream, a lead engineering specialist in dust control, air quality, or bulk handling, and supporting analysts. Detailed CVs and allocated timeframes for all personnel are required, with restrictions on replacing key staff without prior written consent. The team must demonstrate capacity to integrate both workstreams seamlessly and possess extensive stakeholder engagement experience with major port operators, national ports authorities, iron ore producers, and dust-control technology suppliers.

Most large tenders are composed of tasks in a number of different fields, and it is not always possible for a single company to cater for all of them, and therefore Joint Ventures and Consortia are formed to then submit a tender together.
Government tenders are also requiring the subcontracting of a percentage of the tender work, and the trouble is then finding Subcontractors to comply with the tender requirements
To assist companies with finding tender partners and subcontractors, you can now submit your contact details and company information on this page, so other interested parties can contact you for purposes of forming Joint Ventures and subcontracting
You will need to supply your details on every tender you are interested in tendering for. For this you need an active Business Listing - Register and Login at My Account to create a Business Listing
