The primary objective is to secure a qualified supplier for a one-off contract to provide standardized staff uniforms to St Andrews Hospital under the KwaZulu-Natal Department of Health. Scope

The tender encompasses the supply and delivery of ten specific uniform items across predefined sizes and quantities. The required items include:

• Navy raincoats
• Navy skirts
• Navy jersey cardigans
• Navy jersey V-neck tops

The contract is structured as a single delivery event with a ninety-day price validity period. All pricing must be firm and inclusive of delivery costs to the designated hospital facility.

Technical Requirements

Bidders must supply brand-new, unused goods that conform to applicable South African National Standards (SANS) or South African Bureau of Standards (SABS) specifications where relevant. Products must be in valid condition upon delivery, and expired or second-hand items are strictly prohibited. Quotations must strictly adhere to the provided size breakdowns and quantities. Key competencies include accurate order fulfillment according to precise size matrices, reliable domestic transportation networks for timely delivery, and proficiency in navigating public sector procurement compliance. Suppliers must also possess administrative capability to complete mandatory declaration forms, maintain Central Supplier Database (CSD) registration, and provide valid tax clearance documentation.

Notes on Unusual or Complicated Terms

• 80/20 Preference Point System: A standard South African public procurement scoring mechanism where eighty points are allocated for competitive pricing and twenty points for socio-economic goals. Full points are awarded to enterprises at least fifty-one percent owned by Black people.
• SBD 4 Declaration of Interest: A mandatory anti-collusion and conflict-of-interest form requiring bidders to disclose any personal or business relationships with officials employed by the KwaZulu-Natal Department of Health. Incorrect or missing disclosures result in automatic disqualification.
• Central Supplier Database (CSD) & Tax Clearance: Government-mandated vendor registration and tax compliance verification processes. Bidders must be verified on the CSD platform and hold a valid South African Revenue Service (SARS) tax clearance status to be considered responsive.
• Performance Security: A financial guarantee (typically a bank guarantee or certified cheque) that may be required from the successful bidder within thirty days of contract award to ensure contractual fulfillment and compensate the purchaser for potential losses.
