Objectives

The primary objective of this tender is to procure a reliable supplier for the one-off delivery of medical-grade hypodermic syringes to support clinical operations at the KwaMashu Community Health Centre (KCHC) under the KwaZulu-Natal Provincial Department of Health.

Scope

• Items Required: Hypodermic syringes in 3ml and 5ml capacities
• Quantities: 500 boxes of 5ml syringes and 600 boxes of 3ml Luer-slip syringes

Technical Requirements

• Syringes must be disposable, slip-tip type, and manufactured to standard medical device specifications
• Packaging must consist of 100 units per box
• All items must be new, unused, and free from manufacturing defects
• Products must retain a minimum shelf life of six months upon delivery
• Supplies must align with applicable South African National Standards (SANS/SABS) for medical consumables
• Bidders must submit firm pricing inclusive of VAT (if registered) and all transportation costs to the designated facility

Skills Requirements

No specialized technical certifications or professional qualifications are mandated. Bidders must possess standard commercial and logistical capacity to source, warehouse, and distribute medical consumables within agreed timelines. Mandatory administrative competencies include maintaining active Central Suppliers Database (CSD) registration, ensuring tax compliance verification, and completing all prescribed preferential procurement and disclosure forms accurately.

Key Terms and Unusual Requirements

• 80/20 Preference Point System: Evaluation allocates 80 points to price competitiveness and 20 points to specific socio-economic goals. The 20 points are exclusively awarded to enterprises physically located in the Ethekwini District.
• CSD & Tax Validation: Bidders must be registered on the Central Suppliers Database with verified tax compliance. Institutions will cross-check SARS PINs; invalid or unverified status results in automatic disqualification.
• Disclosure of Interest (SBD4): Bidders must declare any personal or business relationships with any employee across the entire KZN Department of Health. Concealment is treated as a false declaration and grounds for immediate disqualification.
• Performance Security: Post-award, the successful supplier may be required to provide a bank guarantee or certified cheque within 30 days to guarantee contract fulfillment.
• Delay Penalties & Termination: Late deliveries incur daily financial penalties calculated at the prevailing prime interest rate. Repeated or prolonged non-performance permits contract cancellation and may trigger a public sector trading ban of up to ten years.
• Anti-Collusion & Cover-Quoting: Any evidence of bid-rigging, price-fixing, or multiple companies submitting competing quotes for the same entity constitutes fraud, leading to disqualification, contract termination, and potential criminal referral.
