Tender Summary: Replacement of Waste Storage Cold Room

Objectives

The primary objective is to procure, supply, and install a replacement cold room specifically designed for the safe storage of clinical and general waste at a community health centre in KwaZulu-Natal. The project aims to restore compliant, temperature-controlled waste management infrastructure that meets public health, environmental, and occupational safety standards.

Scope of Work

The successful bidder will undertake the end-to-end delivery of the cold room solution, including site inspection, removal of obsolete equipment (if applicable), structural preparation, mechanical and electrical installation, system testing, commissioning, and final handover. All activities must be executed at the designated facility and completed within the contractually agreed timeframe.

Technical Requirements

• Valid CIDB (Construction Industry Development Board) contractor grading of 1ME or higher.
• Nationally recognised Trade Test qualification in Electrical works.
• Three (3) completion certificates or traceable documentation verifying past project delivery.
• Official completion letters confirming prior installation of cold rooms or air conditioning systems.
• Compliance with South African refrigeration, electrical, and healthcare facility construction regulations.

Skills Requirements

• Certified electricians proficient in high-load refrigeration power distribution, control panel wiring, and safety isolation procedures.
• Qualified refrigeration technicians experienced in cold room panel assembly, insulation sealing, compressor mounting, and climate calibration.
• Project supervisors familiar with municipal health infrastructure procurement, quality assurance, and site safety protocols.
• Personnel trained in handling clinical waste storage environments, including hygiene standards and hazard mitigation.

Explanation of Unusual or Specialised Terms

• SARACA Certificate: An industry-recognised credential validating competency in refrigeration and air conditioning system design, installation, and maintenance according to South African sector standards.
• CIDB Grade 1ME: A contractor classification where “ME” stands for Mechanical Engineering. Grade 1 represents the baseline competency level required for small-scale mechanical construction and installation projects.
• Trade Test in Electrical: A formal vocational examination assessing practical and theoretical knowledge in electrical installations, fault finding, and compliance with national safety legislation.
• Completion Certificates/Letters: Authorised documentation from previous clients or regulatory bodies confirming that similar cold room or HVAC installations were successfully delivered, tested, and formally accepted.

A compulsory site briefing session will be conducted at the facility lecture hall to clarify technical specifications, access constraints, and compliance expectations. Bidders must demonstrate full adherence to all certification and experience criteria during the evaluation phase.
