Objectives

To secure a qualified supplier for the timely provision of specialized anaesthesia and neurosurgical equipment, ensuring uninterrupted clinical operations within the provincial hospital network.

Scope

A single-delivery procurement covering the supply, packaging, and transportation of eighty (80) units of pencil point spinal needles to the designated regional hospital operating theatre. The contract is classified as a once-off supply agreement.

Technical Requirements

• Physical Specifications: 26-gauge diameter, 120mm length, featuring a pencil-point or Whitacre tip design. A Whitacre tip is a blunt, tapered needle end engineered to separate rather than sever nerve fibres, minimising post-procedural complications such as spinal headaches.
• Functional Design: Must include a precision-formed lateral side-port near the tip to enable controlled anaesthetic delivery and direct visualisation of cerebrospinal fluid during administration.
• Quality & Compliance: Products must carry CE certification and align with applicable SANS/SABS standards. All items must be brand new, unused, and retain a minimum shelf life of six months upon delivery.
• Validation: Top-scoring bidders will be required to submit physical samples for clinical and laboratory verification against the published specifications.

Skills and Compliance Requirements

• Regulatory Licensing: Bidders must present valid authorisation from the South African Health Products Regulatory Authority (SAHPRA) or the Healthcare Professions Council of South Africa (HPCSA). SAHPRA governs medical device safety, efficacy, and market registration, while HPCSA ensures compliance with professional healthcare distribution standards.
• Corporate Documentation: Mandatory submission of current CIPC business registration, B-BBEE status certificates or affidavits, and a Central Supplier Database (CSD) compliance report. The CSD is the national government platform used to verify supplier legitimacy, tax clearance, and historical performance.
• Operational Capacity: Bidders must demonstrate proven experience by providing at least one verified order and delivery note from a public or private healthcare facility.
• Contractual & Financial Terms: Pricing must be firm for ninety days, inclusive of VAT and all logistics costs. Suppliers must adhere to standard government general and special conditions of contract, including performance security, warranty periods, and anti-collusion declarations.
• Preferential Procurement: Evaluation utilises an 80/20 scoring model, where eighty points are allocated to price and twenty to specific socio-economic goals. Full preference points are granted to enterprises with one hundred percent black African ownership, substantiated by official CIPC ownership documentation.
