Tender Summary

Objectives

The primary objective is to secure a qualified contractor to deliver comprehensive operations, management, and maintenance services for the Krantzfontein Landfill Site over a 36-month period. The project aims to ensure environmentally compliant, safe, and efficient waste disposal, recycling, and composting activities while maintaining all site infrastructure and adhering to municipal regulatory and occupational health standards.

Scope

The contract covers four integrated service areas:

  • Preliminary & General: Site de-establishment, biannual compilation and updating of an Operations and Maintenance Manual, and full compliance with the Occupational Health & Safety Act.
  • Landfill Operations: Monthly provision of plant, personnel, and equipment for waste acceptance; handling of builder’s rubble and cover material; maintenance of a 2km access road; leachate pumping and transport to an off-site treatment facility; and coordination of annual external audits and compliance monitoring.
  • Recycling & Composting Facilities: Support for recycling operations including staff protective gear and sanitation; establishment and operation of a composting facility covering organic waste reception, shredding, windrow management, screening, compost production, and odour/pest control.
  • Infrastructure Maintenance: Upkeep of coil razor wire, strand wire, signage, and concrete stabilisation across the site.

Technical Requirements

  • Provide fixed monthly rates covering all labour, plant, and equipment required for landfill operations.
  • Process up to 30,000 tons per month of suitable cover material and import/spread 30,000 cubic metres monthly.
  • Construct and maintain a 2km road using a 150mm thick G5 gravel layer (total 7,100 m³).
  • Manage leachate via pumping and transport to a treatment facility approximately 5km away, including diesel supply and pump operation.
  • Establish a 16m × 3m composting area with drainage, windrow pads, and internal access roads.
  • Operate industrial shredders, front-end loaders, and windrow turners to process organic waste, maintain optimal moisture and carbon-to-nitrogen balance, and produce finished compost.
  • Implement mechanical screening and reprocessing systems for oversized materials.
  • Maintain environmental compliance records, control pests/odours, and prevent stormwater contamination.
  • Account for a 10% contingency allowance and provisional sums for externally appointed audit and compliance services.

Skills Requirements

  • Proven experience in municipal landfill operations, waste management, and environmental compliance.
  • Competence in operating heavy machinery (loaders, shredders, windrow turners, pumps) and road construction/maintenance techniques.
  • Strong knowledge of leachate management, stormwater control, and composting biology (aerobic decomposition, C:N ratio optimisation).
  • Ability to develop, implement, and regularly update comprehensive O&M manuals aligned with legislative standards.
  • Project management capabilities to coordinate with client-appointed external auditors and compliance specialists.
  • Strict adherence to Occupational Health & Safety regulations and risk management protocols.

Explanation of Key Terms

  • Leachate: Contaminated liquid generated when water passes through waste; requires controlled collection and off-site treatment to prevent soil and groundwater pollution.
  • G5 Gravel: A South African national standard for road base material, specified here at 150mm thickness to ensure structural durability and proper drainage.
  • Windrow Turner: Specialised machinery used to aerate and mix compost piles (windrows), accelerating decomposition and preventing anaerobic conditions.
  • Provisional Sums: Contract budget allocations for undefined or client-directed services (e.g., external audits, compliance monitoring), executed only after formal client consultation and approval.
  • C:N Ratio: The carbon-to-nitrogen ratio in compost feedstock; critical for balancing microbial activity, heat generation, and decomposition speed.

Joint Ventures, Consortia and Subcontracting:

Most large tenders are composed of tasks in a number of different fields, and it is not always possible for a single company to cater for all of them, and therefore Joint Ventures and Consortia are formed to then submit a tender together.

Government tenders are also requiring the subcontracting of a percentage of the tender work, and the trouble is then finding Subcontractors to comply with the tender requirements

To assist companies with finding tender partners and subcontractors, you can now submit your contact details and company information on this page, so other interested parties can contact you for purposes of forming Joint Ventures and subcontracting

You will need to supply your details on every tender you are interested in tendering for. For this you need an active Business Listing - Register and Login at My Account to create a Business Listing

NOTE: This is not a tender application form, it is meant to facilitate the meeting of partners to form a Joint Venture or Subcontractor relationship for this tender only
