Objectives

The primary objective of this tender is to restore full operational capacity to the security lighting infrastructure at the Ngqeleni SAPS facility. The project aims to diagnose, repair, and/or replace sixteen (16) non-functional security lights to ensure continuous perimeter and area illumination, thereby enhancing site security, deterring criminal activity, and maintaining compliance with national safety and infrastructure standards.

Scope of Work

The successful bidder will be responsible for delivering end-to-end repair services, including:

• Conducting a comprehensive site inspection and technical assessment of all sixteen defective security lights.
• Procuring, supplying, and installing all necessary replacement components, including luminaires, drivers, wiring, mounting hardware, and control systems.
• Performing fault diagnosis, circuit testing, and commissioning to verify optimal functionality and longevity.
• Ensuring all works comply with applicable electrical safety standards, municipal regulations, and Department of Public Works specifications.
• Providing post-repair testing, documentation, and warranty support as stipulated in the contract terms.

Technical Requirements

Bidders must demonstrate compliance with the following technical criteria:

• Achieve a minimum functionality score of Level 1 out of 100 to qualify for subsequent price and preference evaluation.
• Submit detailed technical proposals outlining methodology, work schedules, material specifications, risk assessments, and quality assurance protocols.
• Provide proof of valid electrical contracting credentials, professional indemnity insurance, and compliance with the Occupational Health and Safety Act.
• Ensure all installed equipment meets current energy efficiency, weatherproofing, and durability standards suitable for outdoor security applications.

Skills Requirements

The executing team must possess the following competencies:

• Certified electricians and lighting technicians with proven experience in commercial and institutional security lighting systems.
• Proficiency in fault diagnosis, circuit troubleshooting, and safe handling of low- and medium-voltage electrical systems.
• Project management capabilities to coordinate site access, logistics, material delivery, and timely completion within the prescribed timeframe.
• Familiarity with operating within secure government facilities, including adherence to SAPS security protocols, site induction requirements, and restricted-area work procedures.

80/20 Scoring System: A standard South African public procurement evaluation framework where eighty percent of the total score is awarded based on competitive pricing, and twenty percent is allocated to preferential procurement factors such as Broad-Based Black Economic Empowerment (BBBEE) status, local economic development, or other designated enterprise categories.

Functionality Level 1: A mandatory minimum threshold on the technical functionality scorecard (rated out of 100). Bidders failing to achieve this baseline score are automatically disqualified before price and preference evaluations commence.

Preference Point Scoring (PA-06.1): A regulatory mechanism that awards additional points to qualifying enterprises based on socio-economic transformation goals, ensuring equitable market participation while maintaining value-for-money principles in government procurement.
