Objectives

The primary objective of this tender is to appoint reputable and experienced wholesalers as service providers for the administration of the Spaza Shop Vouchers Support Programme within the uMzimkhulu Municipality. The aim is to facilitate the distribution and management of vouchers to support local spaza shops, thereby promoting local economic development and social support.

Scope

The scope of the tender includes:

• Provision of services related to the administration of the Spaza Shop Vouchers Support Programme.
• Participation in a non-compulsory briefing session scheduled for 14/07/2026 at 10:00.
• Submission of all required documentation and compliance with municipal procurement policies.
• Adherence to the evaluation criteria, including functionality, experience, and specific goals.

Technical Requirements

The technical requirements for the tender include:

• Demonstration of supply to similar projects, including details of past implementations.
• Provision of a comprehensive methodology covering all aspects of voucher management and distribution, with a maximum of 30 points.
• Implementation of a manual or digital system to track voucher usage.
• Compliance with the functionality threshold of at least 50% or 15 points during evaluation.
• Provision of proof of registration on the Central Suppliers Database (CSD).
• Submission of municipal rates and services certificates or valid lease agreements as applicable.
• Submission of a certificate of authority to sign documents and contractual agreements.

Skills Requirements

The skills and experience required from bidders include:

• Reputable experience in supply and management of voucher or similar support programmes.
• Ability to demonstrate effective supply chain management and tracking systems.
• Capacity to meet the specific goals related to local business promotion, including:
• Preference for businesses located within uMzimkhulu or Harry Gwala District.
• Provision of proof of address and relevant documentation to verify location and status.
• Capability to meet the evaluation criteria related to methodology and past project experience.
• Compliance with municipal procurement policies and preference point systems.
