Objectives

The primary objective of this tender is to invite reputable and experienced service providers to undertake the construction of the Plazini Access Road in Ward 14, Umzimkhulu Municipality. The project aims to develop infrastructure that enhances access and connectivity within the ward, adhering to specified technical and quality standards.

Scope

The scope of the project includes the construction of the Plazini Access Road, involving the supply and installation of necessary civil engineering works, plant, and equipment. The project requires comprehensive planning, execution, and completion of the access road, with specific emphasis on quality, safety, and adherence to timelines. The scope also encompasses the submission of a detailed construction programme, provision of plant and equipment, and compliance with specific goals related to local economic development and social objectives.

Technical Requirements

• Completion of a detailed construction programme presented in Gantt chart format, indicating sequencing, timelines, critical path, plant, labour demand, and cash flows.
• Provision of owned or hired plant and equipment, including specific items such as TLB, motor grader, tipper trucks, water tanker, roller, and excavator, with proof of ownership or hire commitments.
• Demonstration of relevant experience in constructing concrete and gravel access roads, with a minimum of 3 completed projects.
• Qualification and experience of key personnel, including site agents and general foremen, with minimum qualification standards and relevant experience.
• Compliance with the 80/20 preference point system, considering functionality, price, and specific goals.
• Adherence to the construction methodology, including sequencing, practicality, and timelines.
• Provision of proof of plant ownership and roadworthy certificates.

Skills Requirements

• Qualified site agents with a minimum of a National Diploma in Civil Engineering, Quantity Surveying, or Project Management, and relevant experience.
• Qualified general foremen with NQF Level 4 in Civil Construction and relevant experience.
• Experience in managing civil construction projects, particularly access roads, with documented completion of similar projects.
• Ability to develop and present detailed construction programmes and methodologies.
• Proven capacity to supply and manage plant and equipment, either owned or hired, with appropriate documentation.
• Knowledge of local government procurement policies and specific goals related to social and economic development.
