Objectives

The primary objective of this tender is to establish a panel of capable contractors to provide repairs and maintenance services for wastewater treatment plants, pump stations, boreholes, and associated mechanical equipment within Newcastle Municipality. The panel aims to facilitate these services on an “as and when required” basis over a period of 36 months, ensuring operational efficiency and infrastructure integrity.

Scope

The scope encompasses preventative maintenance and emergency repairs of mechanical works and installations across various water and wastewater infrastructure within Newcastle Municipality. Specific works include:

• Maintenance of water reticulation systems, pump stations, boreholes, and wastewater treatment works.
• Repairs and servicing of mechanical equipment at multiple sites such as Charlestown Package Plant, Hill Drop Pump Station, Milky Way Pump Station, and others listed in the scope.
• Mechanical repairs on equipment including pumps, valves, steelwork, filters, aerators, and electrical motors.
• Provision of materials, spares, and skilled personnel for ongoing and emergency works.
• Transfer of skills and training to municipal personnel where applicable.

Technical Requirements

The technical requirements specify that contractors must:

• Hold a minimum CIDB contractor grading of 3ME or higher.
• Provide qualified key personnel, including Mechanical, Electrical, and Millwright/Fitter Technicians, with relevant experience and certifications.
• Demonstrate experience through completed projects with a minimum value of R 500,000 each, within the past 7 years.
• Ensure compliance with all safety, health, and environmental regulations, including the use of personal protective equipment and adherence to occupational health and safety standards.
• Supply quality materials and spares, with proper documentation and certification.
• Participate in demonstrations and inspections as required.
• Maintain accurate records of work performed, infrastructure details, and progress reports.

Skills Requirements

Contractors must possess:

• Qualified and experienced personnel in mechanical, electrical, and civil disciplines relevant to water and wastewater infrastructure.
• Proven track record in maintenance and repair of water treatment and pumping equipment.
• Capability to handle emergency repairs promptly with appropriate technical expertise.
• Skills in transferring knowledge and providing training to municipal staff.
• Administrative competence to comply with procurement, safety, and reporting standards.
