Objectives

The primary objective of this tender is to establish a panel of qualified environmental professionals to provide specialized environmental services over a period of 36 months (3 years). The services aim to support the Newcastle Municipality’s development projects and environmental management requirements, ensuring compliance with relevant legislation such as the National Environmental Management Act No. 107 of 1998.

Scope

The scope includes:

• Provision of professional environmental services as required by the Town Planning Directorate.
• Support in environmental assessments, studies, and compliance monitoring related to development projects.
• Reporting, presentations, and active participation in project meetings.
• Work allocation based on a quotation system, with fair and equitable rotation among pre-qualified service providers.
• Adherence to the terms of reference, including project milestones, deliverables, and reporting formats.

Technical Requirements

The technical requirements include:

• Registration with relevant professional bodies such as EAPASA.
• Provision of a company profile demonstrating relevant experience and expertise.
• Qualified personnel with appropriate academic qualifications (e.g., BSc or diploma in natural sciences) and relevant experience.
• Demonstrated experience in environmental assessments, studies, and compliance monitoring.
• Ability to produce monthly progress reports, project proposals, and presentations.
• Registration with the municipal database and the provisional professional body.
• Compliance with the procurement and administrative requirements specified in the bid documentation.

Skills Requirements

The skills and competencies required include:

• Qualified environmental professionals with a minimum of 3-5 years’ experience in environmental consultancy.
• Strong knowledge of environmental legislation and environmental management practices.
• Proficiency in environmental impact assessments, studies, and related documentation.
• Excellent report writing, presentation, and communication skills.
• Ability to work independently and as part of a team, with effective project management skills.
• Competence in liaising with various stakeholders, including municipal departments and environmental authorities.
• Registration with professional bodies such as EAPASA or equivalent.
