Objectives

The primary objective of this tender is to invite reputable and experienced service providers to undertake the construction of two access roads: the Nyaka Makhanya Access Road (Ward 21) and the Lusizini Extension Access Road (Ward 19) within uMzimkhulu Municipality. The project aims to improve infrastructure and accessibility within the specified wards.

Scope

The scope includes the construction of:

• Nyaka Makhanya Access Road in Ward 21
• Lusizini Extension Access Road in Ward 19

The construction involves site preparation, earthworks, paving, and related activities as detailed in the tender documents.

Technical Requirements

The technical requirements for the tender include:

• Submission of a detailed construction methodology, including a construction programme in Gantt chart format, indicating sequencing, timelines, critical activities, plant and labour demand, and cash flows.
• Provision of proof of ownership or hire agreements for plant and equipment such as Backhoe (TLB), Motor Grader, Water Tanker, Excavator, Drum Roller, and Grid/Pad foot Roller, with certification by the Commissioner of Oaths.
• Demonstration of experience through completion certificates and references for at least 5 or more gravel access road projects.
• Qualification and experience of key personnel, including site agents and general foremen, with minimum qualifications and years of relevant experience.
• Compliance with specific goals, including HDP (Disability) and RDP (South African ownership) goals, with supporting documentation.
• Adherence to the 80/20 scoring system, with a minimum threshold of 45 points for functionality.

Skills Requirements

The skills requirements include:

• Qualified site agents with a minimum of a National Diploma in Civil Engineering, Quantity Surveying, or Project Management, with at least 10 years of relevant experience and experience on similar projects.
• Qualified general foremen with NQF Level 4 in Civil Construction and at least 10 years of experience on similar projects.
• Availability of skilled plant operators and personnel capable of executing the construction activities efficiently.
• Ability to develop and present a comprehensive construction methodology and programme.
• Demonstrated experience in managing gravel access road projects and plant/equipment management.
