Objectives

The primary objective of this contract is to guarantee the safe, reliable, and uninterrupted operation of electrical infrastructure across all healthcare facilities within the King Cetshwayo District. The contract aims to proactively identify and mitigate electrical risks, minimise unplanned downtime, extend the operational lifespan of critical systems, and ensure strict compliance with national electrical and public health safety standards.

Scope of Work

The contract encompasses a comprehensive three-year maintenance programme covering both routine upkeep and emergency interventions. Key activities include:

• Preventative Maintenance: Scheduled inspections, testing, calibration, cleaning, and servicing of electrical distribution networks, switchgear, lighting, power outlets, backup generators, and related building infrastructure to prevent failures before they occur.
• Corrective Maintenance: Rapid fault diagnosis, troubleshooting, repair, component replacement, and full service restoration following electrical breakdowns, tripping events, or safety hazards.
• Geographical Coverage: All applicable Department of Health facilities situated within the King Cetshwayo District.

Technical Requirements

• CIDB Contractor Grading: Tenderers must possess a minimum Construction Industry Development Board (CIDB) grading of 2EB or 2EP, or higher. In the South African construction context, these grades denote a contractor’s proven financial standing, ability to manage medium-complexity projects, and sufficient operational capacity to handle multi-site electrical maintenance contracts.
• Regulatory Compliance: All works must comply with SANS 10142-1 (Wiring of Premises), Occupational Health and Safety Act regulations, and specific provincial health department facility management guidelines.
• Equipment & Materials: Contractors must supply all specialised diagnostic tools, testing apparatus, personal protective equipment, and replacement parts necessary to execute maintenance tasks without relying on third-party procurement delays.
• Documentation & Reporting: Implementation of a maintenance register, fault tracking system, and periodic performance reports detailing completed works, outstanding issues, and asset condition assessments.

Skills Requirements

• Trade Testing Certification: At least one designated project specialist must be officially Trade Tested in Electrical Engineering. This certification verifies formal, nationally recognised competency in electrical theory, practical installation, and systematic troubleshooting.
• Wireman’s License: All personnel executing live electrical work must hold a valid, current Wireman’s License. This legal authorisation permits qualified individuals to perform electrical maintenance, repairs, and modifications in accordance with statutory safety requirements.
• Proven Project Experience: Tenderers must submit verifiable documentation demonstrating prior successful execution of similar electrical maintenance scopes, preferably within public sector or healthcare environments.
