Objectives

The primary objective of this project is to construct Chief Road in Ward 4 of Ray Nkonyeni Municipality to an all-weather concrete paved standard. The aim is to improve the quality of life for the Oshabeni Ward 4 community by providing a durable and accessible road infrastructure. The project emphasizes the use of labor-intensive methods where feasible, utilizing local resources to promote community involvement and economic development.

Scope

The scope of work includes:

• Site clearance and grubbing
• Subsoil grainage and roadbed preparation
• Construction of drainage facilities and stormwater pipes
• Accommodation of traffic during construction
• Sourcing and hauling borrow material
• Mass earthworks and construction of pavement layers
• Installation of culverts, gabions, guardrails, and road signs
• Concrete surfacing and construction of walkways and kerb and channels
• Construction of speed humps and other traffic calming measures
• Environmental management, safety, and community liaison activities

Technical Requirements

The technical requirements specify adherence to:

• Applicable South African Standards (SANS) including SANS 1200 series for earthworks, concrete, stormwater, and other construction activities
• Construction Regulations (2014) and Occupational Health and Safety Act (1993)
• Design and construction of drainage structures, culverts, and pavements as per detailed drawings and specifications
• Use of approved materials, including concrete grades, reinforcement, gabions, guardrails, and signage
• Implementation of environmental management measures, including erosion control, waste management, and pollution prevention
• Labor-intensive construction methods utilizing local labor and resources where possible
• Quality control procedures including testing, inspection, and record-keeping
• Environmental and safety protocols, including hazard assessments, site safety plans, and community engagement

Skills and Skills Requirements

The project requires a team with the following skills and qualifications:

• Construction Management: Experienced project managers with knowledge of civil engineering projects, capable of overseeing construction activities, scheduling, and quality assurance.
• Technical Personnel: Skilled civil engineers, site engineers, and supervisors familiar with earthworks, concrete works, drainage, and road construction standards.
• Labor Skills: Trained and competent laborers, including skilled artisans for concrete work, reinforcement, and installation of drainage and guardrails.
• Environmental and Safety Officers: Qualified environmental officers and health and safety officers with knowledge of environmental management plans, hazard identification, and safety protocols.
• Community Liaison: Personnel capable of engaging with local communities, managing community concerns, and facilitating local labor employment.
• Specialist Skills: Geotechnical experts for site investigations, surveyors for setting out and as-built documentation, and environmental specialists for compliance monitoring.

All personnel involved must have relevant certifications, experience, and training in their respective fields, with a focus on safety, quality, and environmental management.
