Objectives

The primary objective of this tender is to upgrade Mbayimbayi Road in Ward 21, including construction of stormwater systems, earthworks, concrete works, stormwater drainage, kerbing, and associated infrastructure, with an emphasis on environmental management, safety, and community involvement. The project aims to improve road access, safety, and environmental sustainability, while creating employment opportunities for the local community.

Scope

The scope encompasses:

• Road upgrading over approximately 2 km in Murchison, Ray Nkonyeni Municipality.
• Construction of stormwater drainage, culverts, kerbing, and road surfacing.
• Earthworks including excavation, backfilling, and topsoil conservation.
• Concrete structures, gabions, and associated steelworks.
• Environmental management, including erosion control, pollution prevention, and wetland protection.
• Community engagement, local labor employment, and safety measures.
• Site establishment, facilities, and infrastructure for contractor and employer’s agent.

Technical Requirements

The technical scope includes:

• Adherence to South African Standards (SANS 1200 series) for specifications on earthworks, concrete, drainage, and environmental management.
• Design and construction of stormwater systems, culverts, and road layers as per project specifications.
• Implementation of environmental controls, including erosion protection, wetland and river crossing management, and pollution control.
• Compliance with Occupational Health and Safety regulations, including PPE, signage, site safety, and incident management.
• Use of labour-intensive methods where specified, with local employment and community involvement.
• Provision of site facilities, security, and environmental monitoring as per detailed specifications.
• Quality assurance through inspections, testing, and documentation in line with Employer’s Quality Management System.

Skills Requirements

The tenderer must demonstrate:

• CIDB contractor grading of 7CE or higher, with proven experience in road construction, earthworks, and drainage.
• Technical competence in civil engineering, earthworks, concrete works, and environmental management.
• Experience in implementing environmental and safety standards, including wetland and river crossing management.
• Capacity to manage site operations, including supervision, quality control, and health and safety compliance.
• Ability to mobilize and manage labour-intensive construction methods, with a focus on local community employment.
• Proven track record in similar projects, supported by references, project documentation, and key personnel CVs.
• Knowledge of relevant legislation, standards, and environmental regulations applicable to the project scope.
