Objectives

The primary objective of this tender is to establish a panel of qualified professional service providers, including architects, civil/structural engineers, and electrical engineers, to support the design, planning, and implementation of capital projects within Ray Nkonyeni Municipality over a period of three years. The selected consultants will act as project managers throughout the project lifecycle, source specialists as needed, and ensure the successful delivery of infrastructure upgrades, stormwater systems, electrification, street lighting, and public facilities across the municipality's wards.

Scope

The scope of work encompasses:

• Design and development of project scopes, specifications, and tender documentation.
• Project management for capital infrastructure projects including roads, bridges, stormwater, community halls, sports facilities, and electrification works.
• Conducting investigations, feasibility studies, and preliminary assessments.
• Coordination with authorities, stakeholders, and the public.
• Assistance with statutory and environmental compliance, surveys, and approvals.
• Sourcing and managing specialist sub-consultants for technical services such as geotechnical, environmental, and land investigations.
• Provision of ongoing maintenance planning and support for assets and facilities.

The projects are distributed across 36 wards, with many ward-based initiatives and some municipality-wide projects, including roads, stormwater, electrification, and public amenities.

Technical Requirements

Applicants must demonstrate:

• Membership and registration with relevant professional bodies (ECSA for engineers, SACAP for architects).
• Professional indemnity insurance coverage of at least R5 million, valid for the contract duration.
• Experience in infrastructure projects such as roads, bridges, community facilities, and electrification.
• Capability to act as project managers, source specialists, and deliver comprehensive design and project documentation.
• Compliance with applicable standards, regulations, and environmental requirements.
• Ability to source and manage sub-consultants for specialized services.
• Proven track record of successful project delivery within similar municipal or public sector projects.

Skills Requirements

Successful bidders must possess:

• Registered professional engineers and architects with valid certifications (ECSA/SACAP).
• Experience in civil, structural, electrical, and environmental engineering.
• Project management expertise covering planning, design, tendering, and contract administration.
• Ability to coordinate multi-disciplinary teams and manage sub-consultants.
• Knowledge of municipal infrastructure standards, environmental legislation, and statutory processes.
• Strong communication, stakeholder engagement, and reporting skills.
• Capacity to source, evaluate, and oversee specialist consultants for geotechnical, environmental, and land surveys.
• Financial and administrative competence to handle project budgets, billing, and compliance documentation.
