Objectives

The primary objective of this tender is to appoint a service provider to supply cleaning staff for beaches and associated facilities along the route from Southbroom to Port Edward. The cleaning services are required only on weekdays (Monday to Friday) for a period of three years, ensuring the beaches and public amenities are maintained in a hygienic and presentable condition.

Scope

The scope of work includes:

• Cleaning beaches, beach facilities, and public amenities at specified locations including Southbroom main beach, Granny’s Pool, Umkobi Beach, Marina Beach, Trafalgar Beach, Palm Beach, Glenmore Beach, Kidd’s Beach, T.O. Strand, and Silver Beach (Port Edward).
• Cleaning of associated facilities such as car parks, verges, grassed areas, lifeguard offices, walkways, and public facilities within the beaches.
• Provision of roving beach cleaners to cover beaches and access points not explicitly listed, and during flood storm debris removal.
• Cleaning public facilities (toilets, changing rooms, etc.) three times daily, including during school holidays, with extended hours in December and Easter holidays.
• Supplying additional staff during peak periods such as school holidays, with approval from the HOD Community Services.
• Maintaining hygiene standards, including water quality testing and chemical treatment for pools where applicable.

Technical Requirements

The technical requirements include:

• Provision of adequately trained and supervised cleaning staff with proof of employment and relevant experience.
• Use of suitable cleaning equipment, vehicles for staff and materials transport, and chemicals (e.g., water testing kits, chlorine, hydrochloric acid).
• Adherence to health, safety, and hygiene standards, including proper protective clothing (uniforms with reflective strips) for staff.
• Regular submission of attendance registers, staff details, wage payments, and certification of compliance with statutory requirements.
• Insurance coverage including public liability (minimum R5,000,000) and workers’ compensation.
• Participation in scheduled inspections and compliance with the scope of work as specified.
• Reporting maintenance issues weekly and ensuring public facilities remain operational during specified hours.

Skills Requirements

The skills and qualifications expected from bidders include:

• Experience in beach and public facility cleaning, demonstrated through previous similar projects with satisfactory completion certificates and references.
• Capacity to supply and manage a team of trained cleaning staff, including roving cleaners and supervisors.
• Ability to operate cleaning machinery and chemicals safely and effectively.
• Knowledge of health and safety regulations, including chemical handling and PPE use.
• Financial capacity to sustain operations over the three-year period, including provision for staff wages, equipment, and chemicals.
• Compliance with statutory registration requirements, such as registration with the Bargaining Council for the Contract Cleaning Industry (BCCCI) and proof of insurance.
• Ability to monitor and report on work performance through attendance registers, staff documentation, and regular inspections.
