Objectives

The primary objective is to appoint a qualified service provider to supply, deliver, and install specialized Meranti hardwood flooring, including staircase replacements and skirting, at the municipal Town Hall.

Scope of Work

The successful bidder will be responsible for:

• Demolishing and removing existing staircases.
• Supplying and fabricating new Meranti hardwood staircases, including 1200mm treads, 16mm risers, stringers, and all necessary fixings.
• Installing skirting boards across the designated areas.
• Completing approximately four square meters of staircase works to specification.

Technical Requirements

Bidders must achieve a minimum functionality score of 60 out of 100 points to progress to price evaluation. Scoring is strictly based on verifiable documentation:

• Project Experience (Max 50 points): Bidders must demonstrate experience in maintenance, repairs, or new installations of wooden flooring or building renovations valued at R300,000 or more. Three or more qualifying projects earn 50 points, two projects earn 30 points, and one project earns 10 points. Verification requires signed appointment letters, purchase orders, or reference letters.
• Document Validity: All qualification certificates and supporting documents must be certified copies not older than six months.

Skills Requirements

A competent project team must be deployed, with credentials verified through certified documentation and detailed curricula vitae:

• Site Agent (Max 25 points): Must hold a National Diploma in Building, Civil Engineering, Quantity Surveying, or Construction Management. Five or more years of relevant experience earns 25 points; one to four years earns 10 points.
• Foreman (Max 25 points): Must possess proven field experience in building or renovation projects. More than ten years of experience earns 25 points; five years earns 10 points.

Preference Points & Specific Goals

Additional scoring follows municipal procurement preference frameworks:

• Ownership (Max 10 points): Points are allocated for businesses majority-owned by black individuals (3 points), black women (3 points), black youth (2 points), or persons with disabilities (2 points).
• Location (Max 10 points): Businesses operating within Kokstad receive 10 points, while those based outside the municipality receive 5 points.

Meranti Hardwood: A dense, durable tropical timber commonly specified for high-traffic flooring and staircases due to its excellent wear resistance, dimensional stability, and fine grain structure suitable for finishing.
