Objectives

The Greater Kokstad Municipality seeks to appoint a reputable electrical contractor for the supply, delivery, and installation of one high mast light at Emoyeni 2. The objective is to enhance infrastructure and public lighting in the area through a formally procured and quality-assured installation.

Scope of Work

The core scope involves the complete turnkey provision of one high mast, including:

• Supply of the high mast structure and all associated components.
• Delivery of all materials to the designated site at Emoyeni 2.
• Installation, erection, and commissioning of the high mast.

Bidders must have a CIDB Grading of 2EP or higher, indicating proven capability in electrical engineering works.

Technical Requirements

• CIDB Grading: A valid Contractor Grading Designation of 2EP or higher is mandatory.
• Compulsory Briefing Session: Attendance is mandatory. The session is scheduled for 01 September 2026 at 11h00 at the Adam Kok III Building, 75 Hope Street, Kokstad. Late arrivals will not be admitted.
• Submission Format: Bids must be submitted in a sealed envelope, clearly marked with the bid number and description, and deposited in the designated tender box at the Reception Area of the Adam Kok III Building before the closing time.
• Closing Date and Time: Bids must be deposited no later than 11 September 2026 at 12H00. Late, emailed, faxed, or telegraphic bids will be disqualified.

Skills and Experience Requirements

Bidders are evaluated on a two-stage process. Stage 1 assesses functionality, requiring a minimum threshold of 60 points to proceed. The functionality criteria are:

• Company Experience (40 points): Demonstrated track record in similar electrical installation projects.
• Key Personnel (40 points): Qualifications and experience of the proposed project team.
• Plant (20 points): Availability and suitability of required equipment and plant.

Evaluation and Preferential Procurement

The tender follows the 80/20 preferential point system as per the Preferential Procurement Regulation 2022 and National Treasury Circular No: 53.

• Stage 1 – Functionality: Bidders must score at least 60 out of 100 points to qualify for Stage 2.
• Stage 2 – Preferential Points: 80 points are allocated for price, and 20 points for specific goals.

Specific Goals (20 points):

• Goal 1 – Ownership (Max 10 points):
  • 5 points: Business owned 50% or more by a Black person (verified via CSD).
  • 5 points: Business owned 50% or more by a Black woman (verified via CSD).
• Goal 2 – RDP (Max 10 points):
  • 10 points: Business located within KwaZulu-Natal province.
  • 5 points: Business located within the Republic of South Africa.

Bidders must submit the required documentation to claim preference points. The municipality reserves the right to accept or reject any bid, in whole or in part, and does not bind itself to accept the lowest or any bid.
