Objectives

The primary objective of this tender is to gather information on available anti-vandal solutions that can prevent, deter, detect, and mitigate theft, vandalism, and unauthorized access to high mast lighting structures across the City of Cape Town. The City aims to identify suitable products and technologies to enhance the security and integrity of high mast lighting infrastructure, thereby reducing repair costs, improving public safety, and minimizing maintenance requirements.

Scope

The scope includes the assessment of products and solutions applicable to high mast lighting structures with heights ranging from 35 m to 40 m, located across various districts within the City’s electricity network, including Eskom-supplied areas. The solutions should address:

• Protection of base compartments and access doors against unauthorized access
• Prevention of vandalism and theft of electrical and control cables
• Protection of lighting equipment and associated infrastructure
• Monitoring, detection, and alarm systems to identify acts of vandalism or theft
• Compatibility with existing infrastructure and installation constraints

Technical Requirements

The technical requirements focus on solutions that:

• Provide physical protection and mechanical robustness to high mast structures and components
• Prevent unauthorized access to compartments and control areas
• Resist tampering and malicious damage to locking mechanisms and access points
• Include electronic monitoring, detection, and alarm capabilities as complementary measures
• Meet dimensional and structural constraints of the masts (e.g., base door opening of approximately 330-350 mm wide and 1100 mm high, mast diameter of approximately 820-924 mm)
• Ensure solutions are durable with an expected lifecycle suitable for outdoor, high-exposure environments

Skills and Solution Requirements

Respondents should demonstrate expertise in:

• Design and implementation of physical security measures for high mast lighting structures
• Development of mechanical protection systems that are robust and tamper-resistant
• Integration of electronic monitoring, detection, alarm, surveillance, and reporting technologies
• Provision of technical documentation, product brochures, datasheets, and specifications
• Experience with similar projects, including references, case studies, and photographs of past installations
• Technical resources and personnel capable of supporting installation, maintenance, and lifecycle management

Solutions may be standalone, integrated, or complementary, with a preference for those emphasizing physical protection and theft prevention. Electronic systems should serve as supplementary measures to physical security.
