Objectives

The primary objective of this tender is to execute river and bank stabilization works at Kersgat Farm near Elim, focusing on sediment removal, ground stabilization, and erosion control to prevent further riverbank erosion without reclaiming agricultural land. The project aims to improve river flow and stability through the construction of temporary berms, sediment clearing, and fencing, ensuring environmental protection and safety compliance.

Scope

The scope encompasses:

• River and bank stabilization in the Pietersieliekloof River, including sediment removal and ground stabilization.
• Construction of temporary berms using bulk bags filled with river rock or sand at specified intervals along the riverbanks.
• Re-routing the river course by excavating a shallow channel to reduce erosion risk.
• Fencing and fence line demarcation, including removal and replacement of old fences and installation of new galvanised wire fencing with gates and access points.
• Site demarcation, security, and environmental controls to minimize impact during construction.
• Implementation of environmental and safety measures, including risk assessments, occupational health and safety specifications, and PPE requirements.
• Restoration of roads and site cleanup post-completion.

Technical Requirements

The technical requirements include:

• Adherence to the Conditions of Bid, including submission of compulsory documents and returnable forms valid for 90 days post-bid closure.
• Compliance with environmental controls such as sediment and turbidity management, dust control, and spill prevention measures.
• Execution of works in accordance with the detailed scope, including earthmoving, sediment removal, berm construction, and fencing as per drawings and specifications.
• Implementation of safety protocols, including site demarcation, hazard management, and adherence to Occupational Health & Safety specifications.
• Use of low-ground-pressure equipment, proper waste and spill management, and site security measures.
• Scheduling works to avoid high-flow periods and adverse weather conditions.

Skills and Experience Requirements

The bid evaluation will consider:

• Experience in similar river and bank stabilization projects: Minimum of R1 million worth of civil earthmoving and river works, supported by reference letters and contract proof.
• Construction equipment availability: Sufficient plant and machinery, with details of ownership or hire status.
• Technical capacity: Competent personnel, including a qualified construction manager with proven experience and relevant safety training.
• Company resources: Adequate staffing, company background, and resources to execute the scope within the specified timeframe.
• Environmental and safety compliance: Demonstrated understanding and implementation of environmental controls, risk management, and occupational health and safety standards.
• Labor capacity: Minimum of 75% local labor within a 50 km radius, with proper labor log sheets and documentation for reporting jobs created.
