Objectives

The primary objective of this tender is to appoint four (4) private security service providers to deliver comprehensive physical security services for Vhembe District Municipality over a period of 36 months. The services aim to safeguard municipal assets, ensure safety at various sites, and maintain security compliance within the district.

Scope

The scope of work includes providing trained security personnel to perform duties such as:

• Patrolling municipal premises
• Access control to prevent unauthorized entry
• Control of assets, personnel, and visitors
• Escorting personnel or assets as required
• Crime prevention measures
• Monitoring and reporting security threats
• Installation and maintenance of surveillance cameras
• Vehicle patrolling services at designated areas

The services must be operational 24/7, with security guards fully equipped and dressed in full uniform, possessing necessary tools, firearms (with valid licenses), and security clearance certificates.

Technical Requirements

• Provision of on-site guarding and physical access control
• Full access control processes compliant with relevant legislation (e.g., Control of Access to Public Premises Act, Firearms Control Act, PSIRA regulations)
• Security personnel to be equipped with truncheons, torches, two-way radios, and firearms (with valid licenses)
• Security personnel to wear ID cards with specific details visible at all times
• Registration of all security personnel with PSIRA and possession of security clearance certificates
• Installation of surveillance cameras at guarded areas, which remain municipal property after contract completion
• Maintenance of a 24/7 surveillance and radio control room for effective communication
• Provision of monthly reports, timesheets, and insurance coverage
• Provision of patrol vehicles and maintenance of security standards (minimum five years’ experience in public sector security)

Skills Requirements

• Minimum of five (5) years’ experience in the security industry within the public sector
• Proven compliance with physical security standards (proof required)
• Capacity to provide adequate staff complement and organizational structure
• Ability to supply a comprehensive company profile and client references (at least five references from the last five years)
• Registered security personnel with valid PSIRA registration and firearm licenses
• Capability to install and maintain surveillance systems and control room operations
• Experience in vehicle patrolling and crime prevention in municipal environments
• Ability to produce detailed monthly reports and maintain insurance coverage
