Objectives

The primary objective of this tender is to appoint a large-scale, multidisciplinary professional services provider to undertake the strategic development and packaging of the Woza Basket Programme (an inner-city regeneration initiative) within the eThekwini Metropolitan Municipality. The appointed team will deliver a comprehensive, investment-ready portfolio of projects within 25 months, ensuring they are technically feasible, financially viable, and aligned with municipal and national development strategies.

Specific objectives include:

• Developing high-level cost-benefit analyses and financial assessments to determine the viability of the projects.
• Providing strategic options, including traditional and innovative funding approaches such as PPPs, DFBOT, BOT, DBO, and equity partnerships.
• Ensuring projects are packaged for investment attraction and aligned with broader urban regeneration goals.
• Supporting the city in achieving sustainable, bankable projects that can unlock external funding and promote economic growth.

Scope

The scope encompasses comprehensive strategic project development for the Woza Basket Programme, including:

• Stage 1 - Initiation (Pre-Feasibility): Facilitating stakeholder workshops, identifying problems, developing high-level work breakdown structures, analyzing options, demand assessments, and preliminary financial and economic analyses.
• Stage 2 - Concept (Feasibility): Developing detailed project options, preliminary designs, high-level cost estimates, multi-criteria analysis, risk assessments, legal and regulatory due diligence, organizational readiness, and visualisation outputs (BIM, 3D models, physical scale models).
• Visualisation and Engagement: Creating BIM models, fly-through videos, physical models, and virtual reality assets for stakeholder engagement and investor presentations.
• Supporting Studies: Conducting environmental assessments, geotechnical, traffic, and other technical studies, as well as benchmarking and knowledge exchange activities.
• Documentation and Reporting: Preparing comprehensive reports, project briefs, layouts, and detailed analysis to facilitate decision-making and project approval.

Technical Requirements

The technical requirements include:

• Provision of a multidisciplinary team with expertise in urban planning, architecture, civil, structural, electrical, mechanical, geotechnical, transportation, environmental, financial, and legal disciplines.
• Development of high-fidelity visualisation assets including BIM models (LOD 300), 3D fly-through videos, physical scale models, and web-based virtual reality models.
• Preparation of detailed feasibility studies demonstrating technical, financial, economic, legal, and environmental viability, including full lifecycle cost analysis and risk mitigation plans.
• Development of preliminary designs, layouts, and technical specifications for each project within the basket.
• Compliance with municipal, provincial, and national legislation, including environmental regulations, land use, and planning approvals.
• Provision of comprehensive data management, spatial, cadastral, and land use information, with access to municipal land information systems.
• Adherence to CIDB standards, B-BBEE requirements, and procurement policies.

Skills Requirements

The successful tenderer must demonstrate:

• Experience in delivering large-scale, multi-disciplinary infrastructure projects with a minimum of three (3) completed projects valued over R500 million, including pre-feasibility and feasibility studies.
• Proven expertise in economic and financial analysis, including project valuation, lifecycle costing, and funding strategy development.
• Capability to produce detailed design and construction management documentation for mega infrastructure projects.
• Strong team composition with at least 50% Professional Engineers registered with recognized bodies, and experts across urban planning, environmental sciences, geotechnical, transportation, and other relevant disciplines.
• Experience in developing visualisation tools such as BIM, 3D models, fly-through videos, physical models, and virtual reality assets.
• Knowledge of South African legislation, environmental and planning regulations, and municipal procurement policies.
• Ability to undertake stakeholder engagement, risk assessments, legal due diligence, and organizational readiness evaluations.
• Capacity to deliver within tight timelines, with a proven track record of managing complex, multi-stakeholder projects.
