Objectives

The primary objective of this tender is to appoint a qualified service provider to carry out fire protection services, including maintenance, inspection, and servicing of fire safety equipment, across various government buildings in the OR Tambo District for a period of 24 months. The aim is to ensure the safety and compliance of social development facilities with fire safety standards through regular inspections, servicing, and maintenance of fire protection equipment such as fire extinguishers, hose reels, fire detection systems, and sprinkler systems.

Scope

The scope of work includes:

• Provision of fire protection equipment maintenance and servicing for a period of 24 months.
• Regular inspections and testing of fire extinguishers, hose reels, fire detection systems, and sprinkler systems in designated buildings.
• Servicing and recharge of portable fire extinguishers and fire hoses as per manufacturer’s specifications and standards.
• Installation of new fire safety equipment where required.
• Preparation of detailed inspection reports with signatures of service personnel and department officials.
• Provision of fire signage, training staff on equipment use, and demonstration sessions.
• Adherence to operational protocols, safety standards, and minimum response times for call-outs and repairs.
• Maintenance of fire detection and alarm systems, including annual and semi-annual servicing.
• Maintenance of fire sprinkler systems, including annual inspections and testing.
• Provision of all necessary tools, materials, and personnel to perform the services.

Technical Requirements

The technical requirements include:

• Compliance with relevant standards such as SANS 1475-1, SANS 1475-2, and SANS 1910 for servicing fire extinguishers, hose reels, and sprinkler systems.
• Qualified and registered technicians with experience in fire safety equipment maintenance.
• Provision of a detailed inspection and maintenance schedule with signatures for verification.
• Use of manufacturer-approved parts and materials for repairs and replacements.
• Adherence to safety protocols during servicing and installation activities.
• Availability of emergency response within 24 hours for call-outs and repair work.
• Proper documentation and reporting of all inspections, servicing, and repairs.
• Implementation of a comprehensive fire safety management plan for all serviced buildings.

Skills Requirements

The successful service provider must possess:

• CIDB grading of 1SF or higher in relevant categories.
• Qualified technicians with certifications in fire safety equipment servicing.
• Experience in servicing fire detection, alarm, sprinkler, and portable fire equipment.
• Knowledge of relevant South African standards and regulations.
• Ability to prepare detailed inspection reports and maintenance records.
• Capacity to respond promptly to emergency call-outs and repairs.
• Proven track record of working with government or similar public sector institutions.
• Compliance with occupational health and safety regulations.
• Effective communication and reporting skills.
