Objectives

The primary objective of this tender is to appoint a qualified service provider to perform grass cutting and bush clearing services at thirteen (13) government sites within the Sarah Baartman District. The contract duration is twenty-four (24) months, aiming to maintain the sites in a tidy and safe condition, ensuring compliance with health, safety, and environmental standards.

Scope

The scope of work includes:

• Grass cutting and bush clearing at specified sites, including removal of rubble, debris, loose stones, rocks, and papers.
• Cutting grass to approximately 30mm length and downing trees to ground level.
• Drilling holes into tree stumps and pouring approved poison for stump treatment.
• Trimming edges and hedges along kerbs and boundary lines.
• Filling and leveling holes with approved bush soil.
• Removing all waste materials and vegetation to the nearest municipal dump site.
• Using suitable equipment such as brush cutters, garden tractors, and machinery specific to each site.

The sites vary in size and specific requirements, with detailed site-specific activities and safety considerations outlined in the specifications.

Technical Requirements

The technical requirements include:

• Compliance with the specifications for grass cutting and bush clearing, including the use of appropriate equipment.
• Development and implementation of a comprehensive Health & Safety (H&S) plan aligned with the Occupational Health and Safety Act, 1993.
• Preparation of risk assessments, Standard Working Procedures (SWP), and Method Statements for all activities.
• Adherence to environmental regulations, including waste disposal at registered dump sites.
• Provision of adequate Personal Protective Equipment (PPE) for all personnel.
• Regular inspections, incident reporting, and accident investigations.
• Site-specific H&S rules, training, and awareness programs for workers.
• Compliance with all relevant legislation, regulations, and safety standards throughout the contract duration.

Skills and Competency Requirements

The service provider must demonstrate:

• Proven experience in grass cutting and bush clearing services at government or similar sites.
• Qualified and competent personnel, including supervisors and safety officers, with relevant training and certifications.
• Knowledge of health and safety legislation, including the Occupational Health and Safety Act, General Safety Regulations, and environmental standards.
• Ability to develop and maintain detailed H&S plans, risk assessments, SWPs, and method statements.
• Capability to operate specialized equipment such as brush cutters, garden tractors, and other machinery safely and effectively.
• Strong environmental awareness and compliance with waste disposal regulations.
• Effective communication, reporting, and record-keeping skills related to safety, incidents, and site activities.
