Objectives

The primary objective of this tender is to source and appoint a panel of competent service providers for a period of three (3) years to deliver roundlog transport services as needed by SAFCOL. The aim is to establish a reliable, efficient, and compliant transport panel capable of providing inbound roundlog haulage, handling, and related logistics to support SAFCOL’s forestry operations.

Scope

The scope of work includes:

• Provision of inbound roundlog transport services across various plantations in Limpopo, Mpumalanga, and KwaZulu-Natal provinces.
• Transport modes such as short haul (SH), long haul (LH), direct to mill (DTM), and backhaul options.
• Use of specialized equipment including three-wheel loggers, rigid trucks, and trailers compliant with SAFCOL standards.
• Participation in RFQ processes for specific projects, with the possibility of multiple service providers being appointed based on volume and operational needs.
• Enterprise development and mentorship, prioritizing land claimants and emerging subcontractors.
• Management of transport capacity, uptime, safety, health, environmental, and quality standards.

Technical Requirements

The technical requirements encompass:

• Compliance with the National Road Traffic Act, Safety and Health standards, and SAFCOL’s Motorised Equipment standards (SHE-STD-4.4.6.19).
• Provision of specialized equipment such as three-wheel loggers, rigid trucks (6x4, 8x4), and trailers with ownership validation via ENatis or similar documentation.
• Minimum equipment standards including trucks with trailers, cranes (where applicable), and handling equipment capable of transporting sawlogs (2.4m to 6.6m length).
• Operational capacity to start immediately with the required equipment, with no startup time provisions.
• Adherence to safety, health, environmental, and quality standards, including trained personnel (First Aiders, SHE Reps, Safety Officers).
• Implementation of uptime penalties based on volume targets and performance metrics.
• Proper invoicing, documentation, and compliance with legal and safety requirements.

Skills and Skills Requirements

The skills and competencies required from bidders include:

• Demonstrated experience in roundlog transport services, with references indicating at least 1 year of experience, and preferably up to 10 years or more.
• Project management expertise, including relevant experience of project leaders and managers in forestry logistics.
• Capability to deliver specified volumes (minimum 50,000 tons/m3) of sawlogs, wattle, or transmissions pool over the contract period.
• Ownership and operational capacity of specialized transport equipment, validated through official documentation.
• Qualified personnel with safety, health, and environmental certifications, including First Aiders and SHE Reps.
• Operational readiness with independent infrastructure, fuel, and backup support networks.
• Ability to manage enterprise development initiatives, including mentorship and skills transfer to emerging subcontractors and land claimants.
• Compliance with legal, safety, and environmental standards, including valid licenses, permits, and security clearances where applicable.
