Objectives

The primary objective of this tender is to appoint a qualified service provider responsible for the supply and delivery of stationery items under a two-year (24 months) contract. The aim is to ensure a consistent and reliable procurement process for stationery supplies to meet the department's operational needs over the contract period.

Scope

The scope encompasses the procurement, supply, and delivery of a comprehensive range of stationery items, including but not limited to:

• A4 and A3 printing papers
• Envelopes of various sizes
• Laminating folders and binding covers
• Lever arch files, quire books, and binding covers
• Carbon papers, display books, and folders
• Stationery accessories such as carbon paper, envelopes, laminating pouches, and files
• Office supplies including pens, markers, highlighters, sticky notes, paper clips, staples, scissors, and other related items
• Additional items as detailed in the specifications annexed in the tender documentation

The contract duration is for 24 months, with the possibility of order-based procurement aligned with end-user requirements.

Technical Requirements

The successful bidder must meet the following mandatory technical criteria:

• Provide evidence of similar value supply contracts not older than three (3) years.
• Ensure timely delivery within five (5) days from the date of order issuance.
• Supply quality stationery items that conform to the specifications outlined in Annexure “A”.
• Maintain a stock of items to facilitate Just-In-Time (JIT) delivery principles.
• Adhere to specified quality standards, including appropriate packaging, labeling, and documentation.

Additional technical requirements include compliance with the department’s specifications, delivery schedules, and quality assurance protocols as detailed in the tender documents.

Skills and Capacity Requirements

The bidder must demonstrate:

• Proven experience in supplying office stationery and related products to government or large organizations within the last three (3) years.
• Capability to manage inventory, logistics, and timely delivery across multiple locations.
• Availability of a dedicated supply chain team with expertise in procurement, inventory management, and customer service.
• Compliance with all relevant regulatory and quality standards, including B-BBEE certification and tax compliance.
• Ability to provide documentary proof of B-BBEE status, including sworn affidavits or SANAS-approved certificates.
• Capacity to handle bulk orders and maintain stock levels to meet end-user demands.
