Objectives

The primary objective of this tender is to appoint a qualified service provider responsible for the supply, delivery, and collection of bio-medical and hazardous waste containers, as well as the management of such waste at a registered biohazardous waste treatment or incineration plant and disposal facility. The service aims to ensure safe, compliant, and efficient handling of medical and hazardous waste at various primary health care facilities within the City of Ekurhuleni, from the date of award until 30 June 2029.

Scope

The scope encompasses:

• Provision of waste containers (sharps, anatomical, pharmaceutical, and bio-hazardous waste boxes, bags, and tape) in specified sizes and standards.
• Supply, delivery, and collection of these containers at designated health facilities across multiple districts.
• Management and disposal of waste through certified and registered biohazardous waste treatment or incineration plants.
• Provision of vehicles (medical waste trucks) compliant with legal standards for transportation.
• Ensuring proper documentation, certificates of destruction, and compliance with legislative requirements.
• Maintenance of infrastructure, resources, and personnel with requisite technical skills for safe waste handling.

Technical Requirements

The technical scope includes:

• Supply of specific waste containers marked with biohazard symbols, in sizes ranging from 5L to 142L, and red/green color coding as per standards.
• Use of vehicles that meet the National Road Traffic Act and SANS 10248 standards, fitted with secure, leak-proof, and clearly marked cargo sections.
• Provision of trained personnel including drivers, driver assistants, waste handlers, and medical practitioners with valid certifications and experience in hazardous waste management.
• Compliance with environmental legislation, including obtaining and maintaining Atmospheric Emission Licenses.
• Implementation of safety, health, and environmental standards, including PPE, spill kits, and safety signage.
• Regular inspections, site visits, and documentation to verify operational compliance and infrastructure adequacy.

Skills Requirements

The service provider must demonstrate:

• Technical expertise in hazardous and bio-medical waste management, including handling, transportation, and disposal.
• Qualified personnel with relevant certifications, such as PrDP licenses for drivers, occupational health practitioners, waste handlers, and trained staff in hazardous waste procedures.
• Experience in managing waste at biohazardous waste treatment or incineration facilities, supported by contactable references and project documentation.
• Capacity to operate and maintain specialized infrastructure, including waste treatment plants, warehouses, and transport vehicles.
• Knowledge of environmental legislation, safety protocols, and compliance standards.
• Financial capacity to support operations, evidenced by bank statements or funding confirmation for at least R250,000.
• Ability to conduct site inspections, risk assessments, and ongoing compliance monitoring.
