Appointment of a Service Provider/ Person to provide Technical Assistance (TA) on the Preparation and Review of Financial Statements, Reconciliation of the Progress Update and Disbursement Request (PUDR), and monthly Triangulations.

The service provider/ person to be engaged will be required to:

• Assist with the preparation and review of financial statements for the 2022/2023, financial year in line with the relevant reporting framework.
• Ensure financial statements are prepared, reviewed, and submitted to AGSA as per the agreed time.
• Expected to review the financial records/transactions, including reconciliations, and adjusting journal entries to ensure accuracy of the Trial Balance and Financial Statements.
• Assist in reviewing the comparative figures and identifying prior period errors in accordance with applicable Global Fund annual financial statement guidelines and Modified Cash Standard (MCS).
• Review the consolidated asset register (including those of the Sub-Recipients) and ensure alignment with the General Ledger and AFS.
• Review the inventory supporting documentation and reconciliation.
• Review VAT Reconciliation for current and prior years (i.e., opening balances) in line with the VAT Act and applicable Accounting Standards.
• Assist in the VAT management and recovery for the NDoH Global Fund grant implementers.
• Assist in responding to audit queries raised by the Auditor-General of South Africa (AGSA).
• Ensure that the general ledger aligns with the trial balance and financial statements for all implementers under the grant.
• Ensure that all disclosures are made in the AFS, are reconciled to the trial balance, and supporting schedules, and are compliant to the applicable accounting standard and legislation.
• Perform completeness checks on opening balances, irregular, unauthorised, fruitless, and wasteful expenditure ensure appropriate disclosure.
• Resolve all audit findings raised by the Auditor-General of South Africa in the prior year.
• Reconcile the Progress Update and Disbursement Request (PUDR) in line with the Global Fund guidelines to the Annual Financial Statements and ensure timeous submission.
• Reconcile the monthly triangulations in line with the Global Fund guidelines and ensure timeous submission.
• Develop Standard Operating Procedures for Annual Financial Statements.
• Identify weaknesses in the existing internal controls, and financial systems and recommend improvements. Implement processes for improving the internal control environment and addressing mitigating actions.
• Prepare Treasury Reconciliations and follow up on reconciling differences with the National Treasury.
• Support the Enterprise Resource Planning (ERP) system upgrade and automation of the Financial Statement preparation and other financial reports such as the PUDR.
• The service provider is required to avail themselves on-site as and when the client requests.
