Objectives

The primary objective of this tender is to appoint a service provider to deliver law enforcement back-office administrative support to the Ekurhuleni Metropolitan Police Department (EMPD). The support includes capturing, processing, and managing notices issued under various traffic and criminal legislation, providing comprehensive administrative solutions, and ensuring seamless integration with existing systems. The service aims to enhance law enforcement efficiency, ensure compliance with legislative mandates, and improve the management of traffic infringements, accidents, and related administrative functions.

Scope

The scope encompasses the provision of turnkey back-office administrative services, including:

• Capturing and processing notices related to traffic violations, accidents, and other offences.
• Provision of equipment such as cameras, speed enforcement devices, and data capturing systems.
• Management of court-related documentation, summons, warrants, and offender tracing.
• Integration with systems like eNaTIS, SAPS, and financial institutions for payments and data exchange.
• Operational support for speed and red-light enforcement, including mobile and fixed camera systems.
• Management of accident reports, analysis, and reporting functionalities.
• Provision of technical support, system maintenance, and staff training.
• Adherence to legislative requirements including AARTO, Criminal Procedure Act, and legal metrology standards.

Technical Requirements

The technical specifications include:

• Implementation of a multi-user Contravention Management System (CMS) on secure servers with 24/7 accessibility.
• System to support uploading, verification, and processing of camera images, notices, and offender data.
• Integration with eNaTIS, SAPS, and financial systems for real-time data exchange.
• Provision of hardware such as cameras, ANPR systems, speed enforcement devices, and mobile roving units.
• Support for fixed and mobile speed and red-light cameras compliant with SABS 1795 standards.
• Implementation of an Accident Management System with web-based access, encryption, redundancy, and disaster recovery.
• Provision of a Back Office Administrative System (BOAS) for managing contraventions, court processes, and offender tracing.
• Capability to generate reports, statistics, and GIS-based spatial analysis.
• Support for online payment interfaces, SMS notifications, and real-time monitoring dashboards.
• System must support integration with existing municipal and national databases, including eNaTIS and SAPS.

Skills Requirements

The service provider must demonstrate the capacity to supply personnel with the following key skills and qualifications:

• Contract Manager with qualifications in Business Administration or Office Management.
• Maintenance and Repair Technicians (minimum of 8) with ICT or Computer Systems qualifications.
• Software Developers (minimum of 6) with qualifications in Information Technology, Software Engineering, or Computer Science.
• Drivers (minimum of 5) with experience in operating enforcement vehicles.
• Data Capturers (minimum of 60) with experience in data entry and validation.
• Call Centre Staff (minimum of 10) trained to handle public inquiries and support services.
• Summons Servers with certification as prescribed in the Criminal Procedure Act.
• Staff must possess relevant qualifications, experience, and security clearances, including criminal record verification.
• Personnel must be capable of system demonstrations, remote system testing, and operational support.

The bidder must also provide evidence of previous experience in similar projects, including references and proof of system implementation, as well as the capacity to support the full scope of technical and operational requirements.
