Objectives

The primary objective of this tender is to appoint qualified PSIRA-registered security service providers to deliver security guarding services and associated security requirements for the City of Ekurhuleni (CoE). The services aim to ensure a safe and secure environment for CoE staff, visitors, assets, and facilities by managing access control, patrolling, and responding to security incidents on an as-and-when-required basis from the date of award until 30 June 2029.

Scope

The scope encompasses the provision of security guarding services across multiple operational areas within the City of Ekurhuleni, including but not limited to:

• Security guarding at various sites on an as-and-when-required basis.
• Management of access control for personnel and vehicles.
• Patrols (foot, vehicle, quad bikes) with electronic monitoring and reporting.
• Provision of security personnel with specific grades and specializations (e.g., armed, unarmed, K9).
• Response to emergencies and incidents.
• Maintenance of security registers, communication systems, and incident reports.
• Compliance with relevant legislation and standards, including PSIRA registration.

Technical Requirements

The technical requirements include:

• PSIRA registration for all security personnel.
• Provision of security officers with specified grades and specializations, including armed and unarmed guards, K9 handlers, and patrol officers.
• Availability of operational infrastructure such as fully equipped offices, communication systems, and electronic patrol monitoring systems.
• Provision of suitable vehicles (owned or leased) capable of patrolling and transporting security personnel and dogs, with valid licensing and registration.
• Implementation of real-time incident management and reporting systems with time-stamped checkpoints.
• Compliance with Occupational Health & Safety standards, including PPE and safety training.
• Provision of public liability insurance of at least R50 million.
• Adherence to specified staffing levels, shift schedules, and contingency plans.
• Vetting and clearance of all security personnel, including criminal and credit record checks.
• Provision of uniforms, equipment, and firearms (where applicable) in accordance with legislation.

Skills Requirements

The skills and competencies required from the service providers include:

• Qualified and PSIRA-registered security officers with appropriate grades and specializations.
• Experience in providing security services to large clients and government entities.
• Ability to operate electronic patrol monitoring and incident reporting systems.
• Competence in access control, crowd management, and emergency response.
• Strong communication, reporting, and documentation skills.
• Knowledge of relevant legislation such as the Private Security Industry Regulation Act, Occupational Health & Safety Act, and Firearm Control Act.
• Capability to manage and maintain security infrastructure, vehicles, and equipment.
• Ability to conduct staff vetting, training, and ongoing supervision.
• Proven track record in security management, incident handling, and client liaison.
