Objectives

The primary objective of this tender is to appoint registered consulting engineering firms to serve as Water Meter Management Consultants (WMMC). Their role is to oversee the management, installation, disconnection, reconnection, maintenance, and related activities of the City of Ekurhuleni's water meters across various regions, ensuring efficient, accurate, and compliant water metering services from the date of award until 30 June 2029.

Scope

The scope encompasses comprehensive management of water meters, including:

• Management of water meter installations, disconnections, reconnections, and maintenance.
• Supervision and quality control of meter installation and repair activities.
• Management of meter testing, calibration, and accuracy verification.
• Handling of bulk meters, small meters, and departmental water meters.
• Management of meter data collection, updating, and reporting, including geo-tagged photographs and GPS coordinates.
• Management of meter-related projects such as unmetered areas, aged meters, indigent leak repairs, and mid-block relocations.
• Coordination of meter store facilities, procurement, and stock control.
• Implementation of flow logging, audit, and inspection processes.
• Management of credit control functions, restrictions, and restrictions removal.
• Preparation of monthly, quarterly, and annual reports including progress, asset capitalization, and joint meter readings.
• Management of contractor performance, contract administration, and compliance with health, safety, and quality standards.

Technical Requirements

The technical requirements include:

• Provision of qualified personnel such as project managers, engineers, technicians, plumbers, GIS/data analysts, and administrative staff.
• Management of water meter data using COE’s systems, including GPS, geo-tagged photos, and accurate recording of meter details.
• Implementation of flow logging and water loss management systems.
• Management of meter testing, calibration, and accuracy verification at approved facilities.
• Supervision and inspection of meter installation, repair, and relocation activities to ensure compliance with COE standards and policies.
• Management of meter store facilities with adequate security, insurance, and stock control.
• Use of COE’s ICT systems, including VPN, IMQS, and other software, for data management and reporting.
• Adherence to specified timeframes for all activities, including inspections, testing, reporting, and project milestones.
• Implementation of health and safety standards, occupational health protocols, and environmental considerations.

Skills Requirements

The successful bidder must demonstrate:

• Experience in water meter management, installation, and maintenance projects.
• Proven ability to manage large-scale meter data systems and GIS integration.
• Qualified personnel with relevant certifications, including professional engineers, technologists, plumbers, and data analysts.
• Capacity to supervise and inspect meter installation and repair activities to meet quality standards.
• Ability to prepare detailed reports, including progress, asset management, and financial reports.
• Strong project management skills, including contract administration, contractor supervision, and compliance monitoring.
• Knowledge of occupational health and safety regulations and environmental management.
• Technical proficiency in ICT systems, GPS, geo-tagging, and data management tools.
• Effective communication and stakeholder engagement skills, including customer liaison and public relations.
