Objectives
The primary objective of this tender is to appoint qualified service provider(s) to supply, deliver, and install high mast and street lighting structures at ERWAT Water Care Works on an ‘as and when required’ basis over a period of 36 months. The aim is to enhance operational efficiency, safety, security, and visibility at ERWAT facilities using modern LED technology, standardised designs, and reliable equipment.
Scope
The scope encompasses the design, manufacture, supply, delivery, off-loading, erection, installation, commissioning, testing, and handover of high mast lighting and street lighting structures, including floodlights, luminaries, foundations, cabling, and control panels at various ERWAT Water Care Works. The contract covers all related civil, electrical, and safety works necessary to ensure fully operational lighting assets in accordance with applicable standards and specifications, for multiple sites within the specified period.
Specific scope elements include:
- Design, manufacture, and supply of high mast and street lighting structures.
- Installation of poles, floodlights, luminaries, and control systems.
- Civil works such as foundations, trenching, cabling, and earthworks.
- Electrical works including wiring, connections, and testing.
- Provision of management systems with remote control, monitoring, and cable theft detection.
- Compliance with relevant standards (SANS, IEC, SABS) and environmental and safety regulations.
Technical Requirements
The technical specifications include:
- High mast poles: 25m and 30m heights, constructed from steel, hot-dip galvanised, with raising/lowering ring or hinging systems.
- Floodlights: LED luminaires of various wattages (400W, 600W, 1000W) with control and monitoring capabilities.
- Street poles: galvanised steel, with options for surface or planted mounting, equipped with LED luminaires.
- Lighting management system: GSM and IPv6 communication modules, GPS integration, cable theft detection, and remote control features.
- Civil works: trenching, foundation construction, concrete testing, and soil assessment.
- Electrical works: cabling, circuit breakers, earthing, and lightning protection, adhering to SANS and IEC standards.
- Environmental and safety compliance: adherence to environmental management plans, health and safety regulations, and construction regulations.
Skills and Skills Requirements
The tender requires bidders to demonstrate:
- Proven experience in designing, manufacturing, and installing high mast and street lighting structures, with references and completion certificates for similar projects in South Africa.
- Qualified key personnel, including:
- Project Manager/Contract Manager: BSc/BTech in Electrical Engineering or equivalent, with minimum 24 months’ experience.
- Structural/Civil Engineer: SACPCMP/PMP/ECSA registered, with relevant project experience.
- Electrical Technicians/Electricians: Valid SAQA-accredited trade certificates, wireman’s license, with minimum 24 months’ experience.
- Riggers, welders, and other skilled trades: Certified and experienced in their respective fields.
- Specialists in lighting design, civil works, electrical installation, and safety management.
- Capability to produce detailed technical and shop drawings, installation plans, and as-built documentation.
- Ability to manage environmental, health, and safety requirements, including hazard assessments, safety plans, and compliance monitoring.
- Capacity to provide ongoing maintenance, testing, and operational support, including training for ERWAT staff.
- Demonstrated financial stability and capacity to undertake multiple projects, supported by relevant certifications and financial statements.
Overall, bidders must show they possess the technical expertise, qualified personnel, proven track record, and organizational capacity to successfully deliver the scope within the stipulated standards and regulations.
