Objectives

The primary objective of this tender is to appoint service providers capable of delivering fire-fighting operational readiness and accessibility support for fire hydrants within the City of Ekurhuleni. The services aim to ensure fire hydrants are properly maintained, accessible, and functional to support emergency response, with a focus on creating employment opportunities through the Expanded Public Works Programme (EPWP). The contract seeks to enhance fire safety infrastructure, improve hydrant management, and foster skills transfer to local communities.

Scope

The scope encompasses comprehensive hydrant management services across designated areas, including locating, logging, cleaning, marking, painting, testing, and reporting on fire hydrants. The service providers will supply labor, transport, tools, equipment, and management necessary for:

• Locating and recording all fire hydrants with GPS accuracy.
• Cleaning hydrants and surrounding areas, including removing obstructions and graffiti.
• Marking hydrants with reflective tape, cat eyes, and signage for visibility.
• Flow and pressure testing to ensure operational readiness.
• Maintaining accurate records and GIS data submission.
• Providing training and skills transfer to local workers.
• Managing multiple service delivery areas with specified fire districts.

The contract excludes distribution system maintenance and requires the service provider to manage work in accordance with specified standards and safety regulations.

Technical Requirements

• GPS accuracy of less than 5 meters for hydrant location.
• Use of approved reflective tape, road markings, and signage compliant with EN 471, SANS, or equivalent standards.
• Cleaning, painting, and marking of hydrants, including oiling and operational testing.
• Flow and pressure testing with accurate recording and reporting.
• Preparation of detailed inspection and testing forms, including GIS data integration.
• Provision of necessary equipment such as light delivery vehicles, marking tapes, and safety gear.
• Adherence to occupational health and safety legislation, including PPE provision and safety protocols.
• Implementation of a comprehensive safety and environmental management plan.
• Compliance with all relevant legislation, including traffic, water, and environmental laws.

Skills Requirements

• Experience in fire hydrant management, inspection, and testing.
• Proficiency in GPS data collection and GIS data management.
• Ability to operate and maintain specialized equipment such as flow testers, marking tools, and vehicles.
• Knowledge of safety standards, traffic management, and environmental considerations.
• Capacity to manage multiple service areas and coordinate with municipal authorities.
• Skills in recordkeeping, reporting, and documentation for audit and compliance purposes.
• Ability to train and transfer skills to local workers, promoting sustainability.
• Strong communication and reporting skills to liaise with municipal officials and stakeholders.
