Objectives

The primary objective of this tender is to establish five regional managing contractors within the eThekwini Municipality to respond swiftly and effectively to disaster-related infrastructure repairs, particularly in emergency situations arising from floods and other disasters. The contracts aim to ensure rapid, professional, and coordinated responses to infrastructure damage, including roads, stormwater, water and sanitation systems, and related structures, on an as-needed basis over a period of 36 months.

Scope

The scope encompasses rates-based contracting for emergency infrastructure repairs across various divisions such as Roads Provision, Stormwater Maintenance, Water and Sanitation, Coastal Management, and others. Works are issued on a Task Order basis, with no guaranteed quantum of work, and include:

• Emergency repairs to roads, stormwater systems, water reticulation, sewer lines, and associated structures.
• Restoration of damaged infrastructure due to floods, erosion, landslides, or other disasters.
• Construction, repair, and replacement of manholes, valves, pipelines, and related appurtenances.
• Earthworks, excavation, backfilling, and reinstatement in various ground conditions.
• Installation and repair of stormwater and sewer infrastructure, including inlet/outlet structures and headwalls.
• Specialist work such as geotechnical stabilization, earthworks, and concrete structures.
• Site clearance, fencing, signage, traffic management, and safety measures.

The scope also includes compliance with specific technical and safety standards, environmental management, and site-specific conditions as detailed in Task Order documentation.

Technical Requirements

• Adherence to relevant standards such as SANS, COLTO, and municipal specifications for materials, construction, and safety.
• Use of approved plant and equipment, including purpose-built recyclers, pavers, rollers, and earthmoving machinery, with approval from the Engineer.
• Implementation of approved mix designs for asphalt, stabilised materials, and in situ recycling, with laboratory testing and approval prior to construction.
• Compliance with Occupational Health & Safety regulations, including safety plans, PPE, site safety signage, and emergency procedures.
• Provisions for environmental management, including protection of vegetation, erosion control, and waste disposal.
• Accurate setting out, control of works, and monitoring of construction tolerances.
• Quality control through process and acceptance testing, including density, grading, and material properties, with records maintained and submitted as required.
• Effective traffic accommodation, site security, and public safety measures during construction.
• Response to flood damage, including temporary works, repairs, and reinstatement of damaged infrastructure.

Skills Requirements

• Proven experience in emergency infrastructure repair, earthworks, asphalt paving, concrete structures, and geotechnical stabilization, demonstrated through relevant project experience within the past 10 years.
• Ability to mobilize and operate purpose-built plant and equipment, including recyclers, pavers, rollers, excavators, and testing devices, with prior approval from the Engineer.
• Technical competence in mix design, laboratory testing, and quality assurance for asphalt, stabilised materials, and earthworks.
• Qualified personnel including site agents, foremen, safety officers, and geotechnical specialists with relevant experience and certifications.
• Capability to implement environmental and safety management plans, including site safety, traffic management, and emergency response procedures.
• Strong project management skills to coordinate multiple tasks, monitor construction tolerances, and maintain records for compliance and evaluation.
• Effective communication and coordination skills to liaise with municipal departments, contractors, and the public during emergency response activities.
