Objectives

The primary objective of this tender is to undertake mechanical earthmoving operations to remove excess material, debris, vegetation, sediment, and obstructions from various rivers within the Western Cape. The work aims to restore natural river flow, support disaster response efforts, and rehabilitate river systems affected by sedimentation and debris accumulation.

Scope

The scope includes:

• Mechanical clearing of debris, vegetation, rock islands, and sand deposits from river channels.
• Reinstatement of natural flow paths and shaping of river channels.
• Repair and plugging of breached berm sections.
• Loading and hauling excess material to approved spoil areas.
• Associated emergency river rehabilitation measures and trimming of blocked channels.
• Deployment of machinery (excavators and dump trucks) at designated river sites, with work durations limited to 20 days per river location.

The project covers multiple river locations across the Western Cape, with specific work areas identified by Water User Associations and project managers.

Technical Requirements

The technical requirements include:

• Provision of machinery: one excavator and one dump truck per river site.
• Work to be completed within specified timeframes, with a maximum of 20 working days per river.
• Implementation of environmentally sensitive work methodologies to prevent damage to infrastructure and ecosystems.
• Adherence to environmental, health, and safety standards, including managing risks related to water, soil, biodiversity, and machinery operation.
• Compliance with environmental regulations, including protection of indigenous flora and fauna, pollution control, and waste management.
• Provision of supporting documentation such as risk assessments, health & safety plans, maps, and proof of relevant certifications.

Skills and Competency Requirements

The bidder must demonstrate:

• CIDB grading of 2CE or higher for construction works exceeding R500,000.
• Competency of a qualified construction manager, evidenced by a detailed CV and proof of experience in construction health & safety regulations.
• Experience with civil and earthmoving projects, including a list of completed projects with contact references and monetary values.
• Provision of a valid COIDA letter of good standing.
• Ability to mobilize and commence work within 7 days of appointment.
• Capacity to work concurrently on multiple river sites, with confirmation of capacity in writing.
• Knowledge of environmental and safety standards, including PPE, hazard management, and emergency procedures.
