Objectives

The primary objective of this tender is to appoint a qualified service provider(s) to deliver comprehensive security services at ZK Matthews House, Keiskammahoek House, and Alice House for a period of three months. The successful bidder will be responsible for safeguarding premises, assets, and personnel through regular patrols, monitoring, and other security measures to ensure safety and prevent criminal offences.

Scope

The scope includes providing security services across three specified locations, covering:

• 24-hour security coverage with day and night shifts (06:00 to 18:00 and 18:00 to 06:00).
• Deployment of security officers equipped with specified service aids such as batons, radios, torches, handcuffs, metal detectors, and occurrence books.
• Provision of necessary equipment and resources, including vehicles, uniforms, and communication devices.
• Performing patrols, monitoring, and response to security breaches or incidents.
• Adherence to specified technical and quality standards as detailed in the tender documentation.

Technical Requirements

The technical requirements include:

• Provision of adequately trained security officers with PSIRA registration (Grade A or B).
• Availability of operational equipment such as radios, vehicles, uniforms, and security aids.
• Implementation of a 24-hour control room for effective security management.
• Compliance with health, safety, and insurance standards, including valid public liability insurance of at least R2,000,000.
• Meeting minimum staffing levels: a total of 13 officers, with specified shifts for day and night coverage.
• Adherence to the NBCPSS prescribed pricing and staffing structures.
• Compliance with all relevant legislation, including PSIRA registration, NBCPSS registration, and tax compliance.

Skills Requirements

The skills and qualifications required from bidders include:

• Proven experience in providing security services, with a minimum of 12 months in the industry, supported by certified testimonials.
• Demonstrated ability to supply and manage security personnel with appropriate PSIRA grading (A or B).
• Capability to operate and maintain security equipment and communication systems effectively.
• Knowledge of security protocols, emergency response, and risk management.
• Financial stability evidenced by a valid bank rating letter and relevant insurance cover.
• Compliance with all statutory requirements, including tax and labor laws, and submission of all necessary certificates and documentation.
