Objectives

The primary objective of this tender is to solicit bids for leasing office space within the Port Shepstone Central Business District for a period of three (3) years (36 months). The aim is to secure suitable, fully equipped, and compliant office premises that meet specified standards for functionality, security, and accessibility, to support municipal operations.

Scope

The scope encompasses:

• Leasing a 500m² office building located within Port Shepstone CBD.
• Provision of fully air-conditioned offices, reception, boardroom, storage, printing room, kitchen, ablution facilities, and parking.
• Installation and energizing of necessary IT infrastructure, including server room and cabling.
• Compliance with building, fire, lighting, ventilation, and accessibility regulations.
• Maintenance of the building's external structure by the lessor and interior upkeep by the lessee.
• Adherence to specified technical and safety standards, including security measures like burglar bars and fire extinguishers.

Technical Requirements

The technical specifications include:

• Office space of approximately 500m² with designated areas: offices, reception, boardroom (~25m²), storage, printing room, kitchen, and ablutions.
• Building must be fully air-conditioned, with functioning elevators (proof of maintenance), and compliant lighting and ventilation.
• Security features such as burglar bars on windows and fire extinguishers.
• IT infrastructure: a dedicated air-conditioned server room with 25U cabinet, floor-to-floor interconnection via Cat 6 Ethernet cabling, surge protection, and water storage for shortages.
• Building to be energised with inverter capacity to support IT equipment within one week of occupancy.
• Parking facilities: demarcated parking bays (minimum 25), with plans depicting parking layout.
• Compliance certificates: electricity, fire regulation, and building safety.

Skills and Qualifications Requirements

Bidder must demonstrate:

• Experience in providing office leasing solutions with similar specifications, supported by past contract details and references.
• Capacity to meet technical and infrastructural requirements, including IT setup and building maintenance.
• Knowledge of municipal regulations, safety standards, and compliance procedures.
• Ability to provide proof of ownership or legal rights to lease the property, along with relevant certifications.
• Compliance with tax and supply chain management regulations, including submission of Tax Compliance Certificates and declarations of interest.
• Understanding of the evaluation criteria, including parking layout, black ownership status, and local company status, to qualify for preference points.
