BUFFELSDRAAI LANDFILL GAS COLLECTION SYSTEM
The primary objective is to design and construct a reliable landfill gas extraction network at the Buffelsdraai Landfill to safely capture and transport methane emissions. The project aims to mitigate environmental and safety hazards, ensure regulatory compliance, and deliver a corrosion-resistant pipeline system with a minimum service life of ten years.
The contract covers the end-to-end delivery of a 450 mm HDPE landfill gas collection pipeline. Core activities include site clearance, excavation through natural soils and compacted municipal solid waste, trench preparation, supply and laying of HDPE pipework with associated fittings and valves, bedding and backfilling, reinstatement of disturbed areas and access roads, and mechanical tie-ins to existing gas infrastructure. The scope also encompasses biogas horizontal well installation, temporary traffic management, stormwater diversion, and full implementation of occupational health, safety, and environmental management protocols.
Landfill Gas Hazards: The operational landfill generates methane, which is highly flammable, explosive, and toxic. The contract imposes absolute prohibitions on naked flames and smoking, mandates continuous atmospheric monitoring in excavations, and requires specialized ventilation and emergency response protocols.
Excavation in Municipal Solid Waste (MSW): Unlike conventional soil excavation, digging through aged and compacted refuse introduces unpredictable ground stability, potential hazardous substances, leachate ingress, and significant material overbreak. The contractor assumes full financial and operational risk for these variables, with no additional compensation for abandoned trenches or unforeseen obstructions.
Functionality Evaluation: Tenders undergo a rigorous technical scoring matrix evaluating corporate track record, key personnel competency, preliminary programme realism, and construction methodology. Only submissions achieving at least sixty out of one hundred possible points qualify for financial consideration.
80/20 Preferential Procurement System: Award decisions allocate eighty percent of total evaluation points to the comparative price of the bid and twenty percent to Broad-Based Black Economic Empowerment (B-BBEE) ownership demographics and geographic location goals, strictly aligned with municipal supply chain management policy.

Most large tenders are composed of tasks in a number of different fields, and it is not always possible for a single company to cater for all of them, and therefore Joint Ventures and Consortia are formed to then submit a tender together.
Government tenders are also requiring the subcontracting of a percentage of the tender work, and the trouble is then finding Subcontractors to comply with the tender requirements
To assist companies with finding tender partners and subcontractors, you can now submit your contact details and company information on this page, so other interested parties can contact you for purposes of forming Joint Ventures and subcontracting
