Objectives

The primary objective of this tender is to construct a new NHLS Laboratory at Job Shimankana Tabane Hospital in Rustenburg. The project aims to upgrade the existing facilities to improve operational efficiency, address health and safety non-conformances, and enhance staff productivity and client support within the Bojanala Platinum District Municipality and surrounding areas.

Scope

The scope encompasses the complete building of a new laboratory including:

• Earthworks and site preparation
• Concrete, formwork, and reinforcement
• Masonry and brickwork
• Waterproofing and damp proofing
• Carpentry, joinery, and finishes
• Ceilings, partitions, and access flooring
• Floor and wall tiling
• Glazing and aluminium work (windows, doors, shopfronts)
• Plumbing, drainage, and wet services
• HVAC (heating, ventilation, air conditioning)
• Electrical installations including power, lighting, CCTV, access control, and fire detection systems
• Mechanical systems such as lifts and gas equipment

The scope also includes associated site reticulation, external works, and infrastructure services.

Technical Requirements

The technical requirements specify adherence to standards, specifications, and regulations, including but not limited to:

• Compliance with the JBCC Principal Building Agreement and related standards
• Use of approved materials, products, and finishes as per manufacturer specifications
• Installation of HVAC systems with specified capacities and configurations
• Electrical systems designed for safety, reliability, and compliance with SANS standards
• Fire detection and alarm systems with addressable control panels and detectors
• Waterproofing and damp proofing systems with guarantees of 10 years
• Aluminium and glazing systems with specified sizes, finishes, and security features
• Plumbing and drainage systems with specified pipe sizes, fittings, and testing procedures
• External and internal finishes including tiling, painting, and ceiling systems
• Provision for future systems and interface requirements

Skills and Skills Requirements

The tenderer must demonstrate the following skills and qualifications:

• Proven experience in large-scale building projects, particularly in healthcare or laboratory facilities
• CIDB grading level 7GB or higher
• At least 5 contactable references for projects valued at R30 million or above, completed within the last 5 years
• Qualified tradespeople including certified plumbers, carpenters, electricians, painters, and HVAC technicians
• Registered professional engineers or technicians where applicable (e.g., structural, electrical, HVAC)
• Capability to supply and install specialized systems such as fire detection, CCTV, access control, and lifts
• Ability to manage subcontractors and coordinate multidisciplinary teams
• Demonstrated understanding of health and safety standards and environmental regulations
• Financial stability and capacity to mobilize resources for the project duration
• Experience in working within government procurement processes and compliance with B-BBEE requirements
