Objectives

The Nelson Mandela Metropolitan Municipality seeks to appoint a competent contracting entity to execute building renovation works. The primary objective is to refurbish and upgrade municipal facilities to ensure they meet current operational, safety, accessibility, and aesthetic standards.

Scope

The project encompasses general building renovations. While detailed specifications, drawings, and bill of quantities are contained within the official tender documentation, the scope includes all labour, materials, plant, equipment, and supervision necessary to complete the works. Contractors will be responsible for delivering the renovation in full compliance with municipal directives, project timelines, and quality benchmarks.

Technical Requirements

• CIDB Contractor Grading: Tenderers must hold a minimum Construction Industry Development Board (CIDB) contractor grading of 1GB or higher.
• Submission Format: Tenders must be compiled exclusively using the official tender documentation issued by the Employer. Emailed and late submissions will be rejected.
• Sealing and Delivery: All tenders must strictly follow the sealing, addressing, delivery, opening, and assessment procedures detailed in the Tender Data section.
• Clarification Meeting: A compulsory session will be held at Wells Estate, Gqeberha on 20 October 2026 at 10h00.
• Closing Deadline: Tenders must be physically received by 11h00 on Tuesday, 27 October 2026.

Skills Requirements

Contractors must demonstrate technical proficiency, financial stability, and project management experience aligned with a CIDB 1GB grading. Required competencies include skilled execution of structural repairs, plastering, tiling, painting, basic plumbing, and electrical installations. Candidates must also possess strong site supervision capabilities, familiarity with South African National Standards (SANS), occupational health and safety legislation, and the ability to coordinate subcontractors, manage material logistics, and maintain rigorous quality control throughout the renovation lifecycle.

CIDB Grading 1GB: This refers to the South African Construction Industry Development Board’s contractor classification system. A 1GB rating designates a contractor eligible for building works with a potential contract value up to R10 million. It requires verified experience in general building construction, adequate financial turnover, proper tax clearance, and compliance with industry quality and safety benchmarks.

Strict Physical Submission Policy: The tender explicitly prohibits electronic submissions and late arrivals, mandating physical delivery of sealed documents by the exact closing time. This measure ensures procedural fairness, prevents unauthorized document alterations, and maintains a transparent, auditable evaluation process for all bidders.
