Objectives

The primary objective of the City Hall Precinct Upgrade project is to refurbish the inner-city transport infrastructure by raising intersections and pedestrian crossings to improve safety and walkability. The project aims to enhance design standards for lane widths, sidewalks, and intersections, contributing to a safer and more accessible urban environment.

Scope

The scope of work includes:

• Road widening and reconstruction along a 300m stretch, including milling and overlay.
• Construction of raised intersections and sidewalks with asphalt and paver finishes.
• Installation of drainage, water, sewer, stormwater, electrical, and telecommunication infrastructure modifications and new installations.
• Provision of traffic management, signage, and road markings.
• Construction of planter boxes, median barriers, and other urban furniture.
• Reinstatement, landscaping, and site restoration activities.

Technical Requirements

The technical requirements encompass:

• Adherence to the City of Durban’s Standard Specifications and Departmental Specifications for all construction activities.
• Implementation of approved construction methodologies, quality control, and safety plans.
• Proven experience in similar road and infrastructure projects, with specific emphasis on urban roadworks, paving, drainage, and utility works.
• Compliance with environmental management, stormwater management, and occupational health and safety regulations.
• Use of approved materials, including asphalt mixes, concrete, bricks, and geofabrics, conforming to specified standards.
• Proper coordination with existing services and utilities, including proving and protecting underground infrastructure.
• Preparation and submission of detailed construction programmes, safety plans, and quality assurance systems.

Skills Requirements

The tenderer must demonstrate:

• Experience in urban infrastructure projects, particularly in road widening, paving, and intersection upgrades.
• Capability to manage complex utility diversions and underground service works.
• Proficiency in implementing environmental and safety management systems.
• Ability to produce detailed construction programmes using project management software (e.g., Microsoft Project).
• Qualified personnel including site agents, safety officers, and technical supervisors with relevant experience and certifications.
• Knowledge of and compliance with CIDB standards, B-BBEE requirements, and municipal procurement policies.
• Capacity to coordinate with multiple stakeholders, including utility providers, government departments, and the public.
