Objectives

The primary objective of the tender is to establish a contractual arrangement with a supplier for the supply of various spare parts for Transnet Engineering's Class 20e, 21e, and 22e locomotives over a period of three (3) years. The focus is on providing "as and when required" basis supply to support maintenance and operational needs, ensuring availability of specified locomotive spare parts, and fostering a partnership that enhances efficiency, quality, and reliability in locomotive servicing.

Scope

The scope encompasses the procurement and supply of a wide range of locomotive spare parts, including but not limited to:

• Traction and side window louvers
• Intake and ventilation filters and grids
• Electrical assemblies such as filters, sensors, connectors, relays, and modules
• Cooling tower assemblies and related components
• Mechanical parts including axles, wheels, hubs, seals, and springs
• Hydraulic and pneumatic components such as valves, hoses, and regulators
• Electrical wiring, busbars, and connectors
• Control and monitoring modules, transducers, and electronic devices
• Structural plates, identification plates, and safety components

The procurement is on an "as and when required" basis, with estimated volumes provided for planning, but actual orders will depend on operational needs over the contract period.

Technical Requirements

The technical requirements include:

• Compliance with specified drawings, standards, and specifications provided in the tender documentation.
• Provision of technical datasheets, certificates, and proof of compliance for all supplied parts.
• Adherence to railway safety regulations and standards as per the National Railway Safety Regulator Act, 16 of 2002.
• Use of approved and certified OEM, OPM, or equivalent parts that meet quality and safety standards.
• Provision of samples or prototypes for approval prior to bulk supply, where applicable.
• Supply of parts with appropriate packaging, labeling, and traceability details.
• Implementation of quality management systems, preferably ISO 9001:2015 or equivalent.
• Provision of warranty and after-sales support as specified in the tender documents.
• Compliance with environmental and safety standards, including handling and disposal of hazardous materials.

Skills and Competencies Requirements

The successful bidder must demonstrate:

• Technical capability and experience in supplying locomotive spare parts, with proven track record.
• Capacity to supply and deliver the specified parts within the stipulated lead times.
• Ability to provide technical datasheets, certificates, and compliance documentation for all parts supplied.
• Quality assurance processes, including inspection, testing, and certification procedures.
• Capacity to provide samples, prototypes, and technical support during the contract period.
• Knowledge of railway safety standards and regulations.
• Financial stability and capacity to sustain supply over the contract duration.
• Environmental management practices aligned with sustainability goals.
• Effective communication and customer support capabilities.
• Compliance with B-BBEE and socio-economic development requirements.

The bidder must also have skilled personnel with expertise in railway systems, electrical and mechanical engineering, quality management, and logistics to ensure seamless supply and support services.
