Objectives

The primary objective of this tender is to appoint a contractor for the repair and maintenance of coastal stormwater and catchment infrastructure within the North Central region of eThekwini Municipality over a period of 36 months. The contract aims to facilitate urgent and emergency civil works such as upgrading stormwater pipes, culverts, gabion protection, concrete canals, weirs, and related infrastructure, ensuring rapid response to adverse weather, flooding, erosion, and other emergency conditions.

Scope

The scope encompasses:

• Provision of repairs, upgrades, and emergency works on stormwater infrastructure across various regions.
• Execution of works including earthworks, concrete structures, pipe installation, gabion works, headwalls, kerbing, guardrails, and associated civil engineering tasks.
• Provision of site investigations, geotechnical assessments, and environmental management.
• Implementation of temporary diversions, traffic accommodation, and safety measures.
• Coordination with existing services such as water, electrical, and telecommunication infrastructure.
• Monitoring and reporting on contractor performance, environmental compliance, and safety standards.

Technical Requirements

The technical requirements include:

• Adherence to the eThekwini Municipality’s Standard Engineering Specifications and project-specific Particular Specifications.
• Provision of detailed programmes, method statements, and traffic management plans.
• Proper handling, proving, and protection of existing underground services and utilities.
• Use of approved materials such as HDPE pipes, geofabric, precast concrete, and specified sealants.
• Implementation of environmental management plans, fire safety, and site security measures.
• Compliance with Occupational Health and Safety regulations, including submission of safety plans and appointment of safety officers.
• Provision of as-built drawings, survey data, and documentation of works completed.
• Regular testing, inspection, and quality control of materials and workmanship.

Skills Requirements

The tenderer must demonstrate:

• Experience in civil engineering works related to stormwater infrastructure, earthworks, and concrete structures, with a minimum of 5 relevant projects within the past 5 years.
• CIDB contractor grading of CE6 or higher, with proven capability to undertake complex and high-risk civil works.
• Qualified personnel including site agents, foremen, safety officers, and geotechnical engineers with relevant certifications and experience.
• Ability to coordinate and manage underground service diversions, environmental and safety compliance, and community liaison.
• Proficiency in project planning, programme management, and reporting using approved methodologies and software.
• Knowledge of environmental management, occupational health and safety regulations, and environmental impact assessments.
• Capability to undertake geotechnical investigations, testing, and quality assurance procedures.
• Strong communication, coordination, and documentation skills to ensure compliance and effective project delivery.
